SUBJECT: APPROVING CONSULTING SERVICES AGREEMENT FOR ARCHITECTURAL`
SERVICES FOR ADDITION TO 255 GLACIER DR. , MARTINEZ

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION
A. APPROVE a consulting services agreement with Jerry Loving,
Architect & Associates, Inc. , 255 Ygnacio Valley Rd. ,
Walnut Creek, for architectural services for Addition to
255 Glacier Drive, Martinez.
B. AUTHORIZE the Director of General Services to execute the
agreement, which will be effective June 25, 1987 and will
provide for architectural services through the Design
Development Phase, with a payment limit for basic services
of $44,916. 00, which amount shall not be exceeded without
prior, -written authorization by the Director of General
Services. In addition, the agreement will provide the
Board an option to extend the architectural services beyond
the Design Development Phase.
II . FINANCIAL IMPACT.
Funds in the capital account established for the project are
sufficient to cover the amount encumbered by this agreement.
III . REASONS FOR RECOMMENDATIONS/BACKGROUND.
A. On January 30, 1987, the County Architectural selection
committee interviewed architects for various projects and
ranked Jerry Loving, Architect and Associates, Inc. first
for the subject project.
B. Negotiations have been completed and an appropriate
agreement is ready to sign. The agreement describes full
architectural services, including Schematic Design, Design
Development, Construction Document, and Bidding and
Construction phases of service.

III.REASONS FOR RECOMEENDATIONS/BACKGROUND: (continued)
C. While the agreement describes terms for full services, it
includes provisions which limit services to Schematic
Design and Design Development Phases, with an option to
extend the services to subsequent phases under the terms
described, after completion of the Design Development
Phase. This limitation is used to accommodate the County' s
expected cash flow conditions.
D. The project for an addition at 255 Glacier Drive is
necessary because Public Works Department employees will be
moved soon from the 4th, 5th and 6th floors of 651 Pine
Street into temporary trailers at 255 Glacier Drive; as
soon as the addition is complete, the employees can be
moved from the temporary trailers into permanent office
space in the proposed addition.
E. The County must proceed with this agreement for
architectural services because it does not have sufficient
staff to provide the services.
