Torlakson 0.'la DATE'. cb * August 18 , 1987 ul► SUBJECT; Consideration of Proposed Legislative Issues SPECIFIC REQUEST(S) OR RECCMMENDATION)S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: The Transportation Committee has reviewed pertinent transportation legislation that has the potential to become law on January 1 , 1988 . All of the bills recommended for support by the Committee have either passed one house or the other of the Legislature and are being heard by the opposite house. Of the numerous bills reviewed, the Transportation Committee recommends that the Board support in concept the passage of the fourteen bills during the current session of the Legislature. Conceptual support is suggested because some bills may be combined to form one overall bill, where there currently may be several bills on the same subject. The Transportation Committee feels that the thrust and concept of a bill is more important than a specific bill and recommends that the County' s transportation lobbyistdirecthis efforts towards the passage of. the bills listed below or the concept as approved in earlier Board actions, during this session of the Legislature. All of the bills listed below (except SB 178 -- Deddah) and their concepts have been discussed by the Board and supported by the Board in earlier actions. SB 178 (Deddah) , a bill to establish units in Caltrans districts to help sales tax counties, was reviewed at the last meeting of the Transportation Committee, and is recommended for support by the Board. The financial impact from each bill depends upon the final language in the bill when it becomes law and will represent: 1 . an opportunity for the County to obtain funding for needed facilities and activities; 2 . the ability to take care of safety and vehicular break downs on the State Highway system in the County; 3 . the option to speed up work on projects on the State Highway system in the County; or 4. the financial ability to dispose of abandoned vehicles in the County. REASONS FOR RECOMMENDATIONS/BACKGROUND: Contra Costa County needs the passage of these bills or the concept( s) in a combined bill this year, in order to deal with mounting transportation and transportation-related problems. The County currently does not have the financial resources to deal with these problems and needs additional funds to support project planning and implementation. CONSEQUENCES OF NEGATIVE ACTION: Negative action by the Board will mean no support of the bills previously supported. Negative action will also make it difficult for staff and the County' s lobbyist to provide clear direction to our representatives in the State Legislature about the County' s concerns and wishes.
