HomeMy WebLinkAboutMINUTES - 08181987 - T.6 Tr O THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on August 18, 1987_,by the following vote: AYES: Supervisors Fanden, Schroder, Torlakson, McPeak NOES: None ABSENT: Supervisor Powers ABSTAIN: None ------------------------------------------------------------------ ------------------------------------------------------------------ SUBJECT: Rezoning Application 2707-RZ, Development Plan 3006-87 and Subdivision 6881, Tara Hills/Pinole Area. The Board on August 11, 1987 continued to this date the hearing on the recommendation of the County Planning Commission with respect to rezoning application 2707-RZ filed by Davidson, Kavanagh, and Brezzo Development Company/Bridge Housing Corporation (applicants) and Richmond Unified School District (owners) , Development Plan 3006-87, and Subdivision 6881, in the Tara Hills/Pinole area; and The following people appeared to speak: Richard Gordon, 604 Marlesta, Pinole, presented material from Richard Knoblauch and commented on issues including an objection to Supervisor McPeak hearing this matter, procedures used by school districts in disposing of surplus property, general ground rules for these proceedings, the lack of need for more affordable housing in this area, the density bonus and density calculation, the use of the affordable condominium units as rentals, affordable units being placed throughout the development, the maintainence of the riparian habitat and the creek banks, the agreement with the Fish and Game Department and the developer, traffic impacts and the traffic study being flawed, park concepts, the flow of the creek through two condominiums, the path to Shannon School, the breakaway fire gate near O' Connor Drive, using the maintenance road as an access to the condominiums, the quality of the condominium units, access for Fire Department vehicles and the level of police services; David Dowswell, 2121 Pear Street, Pinole, representing the City of Pinole and the Planning Deparment of the City of Pinole read a letter from the Mayor of Pinole and urged the Board not to approve the project until the County and City of Pinole have responded to issues raised by the City of Pinole Director of Planning in his August 11, 1987 letter to the Board of Supervisors, and commented on issues including the lack of cooperation between the County Planning Depart- ment and the City of Pinole Planning Department, the density bonus calculation and the annexation of this project to the City of Pinole. The applicant commented that he would prefer to defer his rebuttal until the questions raised today by Mr. Gordon and Supervisor Fanden on various issues were responded to by staff. Supervisor Fanden agreed with the applicant and commented that she too would prefer to have staff respond to issues raised today before hearing from the applicant and requested staff to meet with the City of Pinole regarding the City' s concerns and to continue meeting with the M-17 District and with the Church on the childcare issue. On recommendation of Supervisor Fanden, IT IS BY THE BOARD ORDERED that the hearing on the application 2707-RZ filed by Davidson, Kavanagh and Brezzo Development Company/Bridge Housing Corporation (applicants) and Richmond Unified School District (owner) , Development 1 Plan 3006-87 and Subdivision 6881 is CONTINUED to September 8, 1987 at 10: 30 a.m. with the staff responses being heard first and then the applicant' s rebuttal; and DIRECTED staff to respond to concerns raised this date.
