DATE: For Action on August 18, 1987
SUBJECT: Art Bacigalupo Resignation
SPECIFIC REQUESTS) OR RECOMMENDATIONS) & BACKGROUND ARD JUSTIFICATION
RECOMMENDATION
Request Art Bacigalupo to reaffirm his resignation and
request the Mt. Diablo Recall Committee to withdraw their
petitions to save the taxpayers the expense of a costly,
futile election.
BACKGROUND
Attached is a letter I drafted to Art Bacigalupo last week
before he first announced his resignation and before
the petitions were submitted. I did not send the letter
because Art announced he would resign. However, the newest
turn of events require a different course of action. It is
time to conclude this chapter in the history of Mt. Diablo
Hospital District and get on with the mission of providing
good medical care. We need to take action to save taxpayers
dollars and end the counterproductive activities.
Supervisor McPeak advised that this matter had come to her attention
after the Board's agenda had been posted. The Board unanimously
agreed on the need to take action.

Dear Art:
It now appears that the petition circulation effort for your
recall has been completed successfully. A special election
will be costly and counterproductive for the hospital
district. And it will further distract the community from
focusing on the most important mission of the Mt. Diablo
Hospital Medical Center--providing quality medical care to
the residents of the hospital district and participating
effectively in the health care system in Contra Costa.
Therefore, I respectfully urge you to resign from the
hospital district board of directors rather than force the
hospital to pay for a futile election. While I am aware that
would be a very difficult decision, that unselfish,
statesmanship action on your part also would demonstrate
your dedication to serve the best interests of your
constituents.
I hope you will seriously consider this recommendation and
let me know of your decision.
Sincerely,
Sunne Wright McPeak
