That this report be brought back to the Board of Supervisors no later than October 20, 1987 . BACKGROUND: Contra Costa' County has taken a leadership roll in controlling hazardous materials and waste. We have discussed the importance of locating hazardous material users and producers away from residential areas and population centers. A Hazardous Materials element to the General Plan would systematize protection of people, but would also look at the geological issues such as permeability of soil, protection of water ways and aquifers, along with consideration of seismographic concerns. Appropriate routing of transportation corridors and disposal systems are other benefits of a Hazardous Materials General Plan Element. I am including portions of the Hazardous Materials Element to the Sacramento County General Plan. Sacramento County Government Organization Chart. . . . . . 0 .VI-12 SACRAMENTO COUNTY GENERAL PLAN HAZARDOUS MATERIALS ELEMENT EXECUTIVE SUMMARY In 1985, the Sacramento County Board of Supervisors authorized a study to review county programs related to hazardous materials, make recommendations for improvements, and prepare a policy document which can guide program development . This Hazardous Materials Element and the recommendations it contains are the product of that study, which involved the Sacramento County Planning and Health Departments. This Element begins with a summary of policies and recommendations, which is followed by a discussion of problems and issues. The middle of the Element contains a review of federal and state hazardous materials legislation. This provides a framework for the description of Sacramento County's various hazardous materials programs, and the recommendations which conclude the Element . This Hazardous Materials Element is an important step in the development of a Hazardous Materials Management Plan for Sacramento County. The intent of this Plan is to build an integrated, fair, and efficient program to regulate hazardous materials, where appropriate at the local level . It is important to correct past mistakes, but, this should not divert attention from correcting current mishandling before it creates problems. Therefore, the emphasis of the County program will be on prevention, not cleanup. This will require a community-wide effort, with the public, industry, and government all participating. The measures proposed in this Element are mostly incremental , and will be easy to implement within the existing County system. They fit well into the existing network of regulation and enforcement , and are supported by the Needs Assessment that was performed while County hazardous materials programs were being reviewed. By implementing these measures, the County itself will benefit from reduced liability for hazardous materials incidents. Firm's in the county will enjoy a r similar benefit , and reduced insurance, legal , and cleanup costs. The costs of complying with this set of necessary programs is small compared to the potential costs associated with spills, mismanagement, and criminal charges. Hazardous materials programs provide benefits to all individuals, large and small firms, the private and public sectors, and the environment. They also benefit future residents of the county, since today's good management of hazardous materials will keep these .long-lived substances from becoming tomorrow's problems. Page i-1
