Costa DATE: CN J/ Workshop on Workers' Compensation, Disability v�a11�J SUBJECT: Retirement and Related Benefit Programs SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND Ai'`o JUSTIFICATION RECOMMENDATIONS: 1. Schedule a ,workshop for Tuesday, September 29, 1987 at' 2:00 P.M. for the Board of Supervisors and Retirement Board to jointly receive a briefing by County staff on the process and requirements for an employee to become eligible for Workers' Compensation as opposed to disability retirement and how these programs relate to the County' s rehabilitation program, disability insurance, sick leave, Social Security, and any similar benefits designed to ease the financial burden on an injured employee, and to help return that employee to the point that he or she can become a productive employee again. 2. Request the County Administrator and Retirement Administrator to jointly prepare the briefing noted above utilizing such other resources as are appropriate, including the staff of the Risk Management Office and Personnel Department. BACKGROUND: In meeting with the candidates for the Retirement Board, our Committee began discussing the Retirement Board' s role in approving disability retirements and the relationship of such decisions on a variety of other employee benefits, each of which in its own way is designed to ease the economic impact on an employee who is unable to work full time at his or her traditional job temporarily or permanently, and to those more recent programs the County has instituted to help rehabilitate disabled employees and either reassign them duties they are capable of performing, or reassigning them to a job which can be properly performed within the limits of their disability. We quickly realized that we did not fully understand the relationship of these programs to each other nor did we have accurate information readily available on the cost of these programs to the County. Because of the critical role the Retirement Board plays in the portion of this continuum dealing with disability retirement, we are suggesting that the Retirement Board be invited to join us for this workshop.
