Authorize the Human Services Advisory Commission to consult and plan with other Board appointed advisory boards, committees and commissions in the preparation of a process to solicit proposals for use of the $200,000 in grant funds included by the Board of Supervisors in the 1987-88 County Budget to include, but not necessarily be limited to, the following: o Determining the types of organizations which may apply for funds. o Determining the scope of programs which may be eligible for funding. o Determining the maximum and/or minimum amount of funds which may be applied for in any application. o Determining the level of matching funds which may be required to qualify for a grant. o Determining the source( s) of funds which may be considered qualifying for matching purposes. o Determining priority programs for which applicants should be encouraged to apply. o Determining criteria by which applications for funds will be judged in recommending grant awards. o Determining evaluation criteria by which grantees will be judged in determining whether funding will be continued, if funds for such purposes are made available by the Board of Supervisors in the future. o Determining the process by which applicants will be evaluated in recommending which applications for funds should be awarded. Authorize the Human Services Advisory Commission to set aside not to exceed $25,000 of the funds made available for this purpose for staff and other administrative costs to assist the Commission in carrying out their duties hereunder. 3 . Direct the Human Services Advisory Commission to report the following to the Board of Supervisors for the Board' s approval: o The process and methodology which is proposed to be used in soliciting applications, judging those applications and reaching recommendations for the award of such funds. o Their recommendations for award of grants. o Their evaluation of the extent to which the funds have been used to accomplish the purposes for which the funds were granted after programs to which funds have been granted have been in operation for six months after award and receipt of the grant funds. BACKGROUND: In adopting the 1987-88 County Budget, the Board appropriated $200,000 to be used as challenge grants in broadly specified program areas. Grantees are expected to match the funds awarded by the county from other unspecified sources. In discussing the role of the Human Services Advisory Commission, our Committee concluded that the Commission could well serve as the focal point for the planning directed at soliciting grants for these funds, for evaluating the applications, and for recommending to the Board which applications should be granted and in what amounts. It is our intent in making these recommendations that the Commission include in their planning and decision making representatives of at least the following advisory boards (this list should not be considered exhaustive, only illustrative) : Family & Children' s Services Advisory Committee Mental Health Advisory Board Drug Abuse Board Alcoholism Advisory Board Juvenile Justice/Delinquency Prevention Commission Maternal, Child & Adolescent Health Advisory Board Family & Children' s Trust Fund Committee (FACT) Private Industry Council Advisory Committee on the Employment and Economic Status of Women Group Home Study Committee While the emphasis in our recommendations is on coordination with various advisory groups, we assume the Commission will also coordinate their activities closely with the Youth Services Board and the departments whose Directors are members of the Youth Services Board. Again, while not specifically outlined in our recommendations, we would like the Commission to feel free to determine to what extent the appropriate role of the various human services advisory boards could be better carried out by reorganizing some or all of these advisory boards. Any recommendations the Commission wishes to make in this area should be forwarded to the Board of Supervisors separate and apart from the principal assignments contained in the above recommendations.
