Also included is a runway usage analysis for PSA's first twelve months of service from Buchanan Field Airport. In addition, we have included a statistical comparison of PSA complaints to total 1987 complaints for the first six months of 1987. Buchanan Field Airport Yearly Complaint Record This report indicates clearly that complaints are up significantly beginning in 1986. This coincides directly with the Sun Valley Mall accident. Our complaints leveled out in the second half of 1986 and has approximately maintained that level into the first half of 1987. The airport received 372 complaints during the second half of 1986 compared with 347 complaints during the first half of 1987. In May and June of 1987, however, the airport was doing construction on two of the major runways which disrupted air traffic. Because of this unusual traffic activity, the airport estimated an increase of approximately 30% in noise complaints during these two months. Once the construction was complete and air traffic went back to normal , the complaints dropped proportionately. It is anticipated that the level of complaints will remain at an average of approximately 60 per month for the next year. The Airport is doing a Federally funded noise study called an FAR Part 150 Noise Study. This is expected to be completed by March, 1988. In conjunction with this study, the Aviation Advisory Committee (AAC) has created an airport noise study group comprised of two AAC members , one elected or appointed official from Pleasant Hill and Concord , one citizen from Pleasant Hill and Concord (the citizens preferably are those who have indicated a concern about noise at the airport) , and one pilot. Between the noise study and the study group, the AAC anticipates developing recommendations which will ultimately reduce some of the citizens concerns and probably reduce the number of complaints. It is highly unlikely, however, that the noise complaints will ever be reduced to the levels of 1985. PSA Operations Over Pleasant Hill and Concord The airport has been keeping a log of all PSA flights and their runway usage. The report included with this is for one full year of PSA service (May 1986 through April 1987) . For the purposes of this report, the airport combined the total operations on runways that would affect the cities of Pleasant Hill or Concord. A landing on Runway 1L or a takeoff on Runway 19R would have the potential for impacting the City of Pleasant Hill . A takeoff on Runway 14L or a landing on Runway 32R would potentially impact the City of Concord. This analysis provides both a monthly breakdown and a running year-to-date breakdown. These numbers are then compared to the total operations by PSA (landings and takeoffs) . The percentages shown are percentages relative to the total PSA operations. During the initial startup of PSA, it was pointed out that based on the wind data information, PSA would be operating over either community about 5 to 10% of their total operations. This appears to be holding well within that original estimate. The months of May and June, 1987 will show significantly higher numbers because of the airport construction that took place during that time. Comparison of PSA Complaints to Total 1987 Complaints The final report that we have prepared for you, at this time, is a comparison of the PSA complaints to the total complaints generated in 1987. It can be seen that PSA generates about 25% of the total complaints. We anticipate that this will remain at this level for the next year. The ongoing FAR Part 150 Noise Study may produce some recommendations that could reduce the level of complaints slightly on PSA. It should be pointed out, however, that the majority of complaints relative to PSA are not specifically on noise . The large percentage of complaints are because of the visual impact of the airplane. Noise Monitoring The airport has an ongoing noise monitoring program in areas around the airport . The majority of the monitoring is taking place at sites specifically selected by our noise consultants. In addition, the airport does some limited monitoring at individual 's homes to determine specific impacts. It has been found that the noise level of PSA flights is generally quite moderate. The airplane that PSA is flying, the BAe 146, generates noise at approximately the same level as some of our noisier, single engine airplanes. Because of pilot techniques , however, the PSA airplanes frequently get a lower reading on our noise monitoring since they generally make efforts to avoid the areas that have been identified as noise sensitive.
