SUBJECT : In the Matter of Adopting the Revised Development
Program Report and Revising Estimated Costs , Cost
Allocation , Fee Apportionment and Fee for the East/
Central County Travel Corridor Area of Benefit
( Un i nc orpora ted ) .
The Board of Supervisors of Contra Costa County FINDS and
DETERMINES that :
Government Code Section 66484 and Division 913 , Title 9 , of the
Contra Costa County Ordinance Code provide for assessing and
collecting fees for bridge and/or major thoroughfare construction
within a designated Area of Benefit as a condition of approval of
a final subdivision map or as a condition of issuing a building
permit ; and
The Public Works Director and the Director of Community
Development have completed a Revised Development Program Report
for the unincorporated East/Central County Travel Corridor Area
of Benefit (Exhibit "A" ) which was filed with the Clerk of the
Board . Notice of the hearing was duly given in accordance with
Government Code Sections 54986 , 54992 65091 , 65962 and 66484 ; and
It can be seen with certainty that there is no possibility that
increasing the fees for the East/Central County Travel Corridor
Area of Benefit , as recommended by said Revised Development
Program Report, may have a significant effect on the environment ,
therefore the project is not subject to the California
Environmental Quality Act pursuant to Section 15061 ( b ) ( 3 ) of
Chapter 3 of said Act 's guidelines.
The improvements described in the Revised Development Program
Report are necessary and desireable within the Area of Benefit ,
in that the improvements furnish a direct, efficient and cost -
effective means of moving traffic within the Area of Benefit , and
in that the improvements are required to reduce the traffic
congestion , delay , economic loss , stressful driving conditions
and degradation of air quality within the Area of Benefit ; and
A majority protest does not exist , inasmuch as a written protest
has not been filed by the owners of more than one - half of the
area of the property to be benefited by the improvements .
The Board hereby RESOLVES that :
The Board hereby APPROVES and ADOPTS theRevised Development
Program Report pertaining to the East/Central County Travel
Corridor Area of Benefit , its boundaries , estimated cost of
improvements , cost al location , method of fee apportionment ,
revised fee and provis ion that the interest accrued on the fees
collected in this Area of Benefit shall continue to accumulate in
the same account and shall be used to cover the cost of
administration , design and construction of the fee area
improvements, and REVISES the Area of Benefit in accordance with
the Revised Development Program Report.
The Board hereby INTENDS to adopt the following revised fee
schedule by ordinance, as recommended in the Revised Development
Program Report : Residential Family Dwelling Unit , $ 380/unit .

The term of the East/Central County Travel Corridor Area of
Benefit shall expire when the County ' s obligation for the Interim
Project is funded.
The Board DIRECTS the Public Works Department and the Department
of Community Development to work with communities in the East/
Central County Travel Corridor area and with local and State
agencies in periodically reviewing the fee schedule for the
Board ' s consideration .
The Board DIRECTS the Director of Community Development to
closely monitor future amendments to the currently adopted
General Plan within this Area of Benefit and their impact on
traffic and the Area of Benefit and to report those amendments to
the Public Works Department. The Board DIRECTS the Public Works
Director to amend the Development Program Report as necessary to
reflect Genera 1 Plan amendments and report to th e Boa rd for
consideration.
The Board DIRECTS the Clerk of the Board to file certified copies
of this resolution , Ordinance No . 87 - 61 and Ordinance No . 87-72
with the County Recorder, as specified in Section 913- 6 .026 of
the Contra Costa County Ordinance Code.
IT IS FURTHER ORDERED that Ordinance No. 87- 72 giving effect to
the aforesaid Area of Benefit is introduced and reading waived
and August 25 , 1987 is set for adoption of same .

COUNTY TRAVEL CORRIDOR AREA OF BENEFIT
PURSUANT TO THE MAJOR THOROUGHFARES
AM BRIDGES FEE AREA POLICY
INTRODUCTION
The Board of Supervisors of Contra Costa County adopted the East/Central County
Travel Corridor Area of Benefit on September 16, 1986 to finance safety and
capacity improvements of the travel corridor between Willow Pass Road in the City
of Concord and Willow Pass Road in West Pittsburg. This report revises the
Development Program for the East/Central County Travel Corridor Area of Benefit
based on new project cost estimates and land use information. This Revised
Development Program Report is prepared, in part, pursuant to Government Code
Sections 65962 and 66484, and Division 913 of the Contra Costa County Ordinance
Cod e.
AREA OF BENEFIT - LOCATION
The East/Central County Travel Corridor Area of Benefit includes only the
unincorporated areas of East Contra Costa County. Figure 1 shows the proposed
Area of Benefit location in Contra Costa County.
The Area of Benefit boundary remains the same as described in the original
Development Program Report adopted September 16 , 1986. The north boundary
conforms with the Solano/Contra Costa County bou nda ry line. The east bou nda ry
conforms with the San Joaquin/Contra Costa County boundary line. The southern
boundary conforms with a portion of the Alameda/Contra Costa County bou nda ry
line. The west boundary lies generally east of Morgan Territory Road, Marsh
Creek Road and the easterly limits of the City of Concord. The Area of Benefit
boundary is shown in Figure 1 and a legal description of the boundary in included
in Appendix A.
ROAD CAPACITY IMPROVEMENT PLAN
This proposed Area of Benefit will finance the roadway capacity improvements
needed to relieve congestion and excessive travel delays on the East/Central
County Travel Corridor over the next five years.
GENERAL PLAN RELATIONSHIP
The General Plan for eastern Contra Costa County and its three cities shows a
potential for substantial growth. This area of benefit implements the circula-
tion element of the County General Plan.
The existing County General Plan is available for review at the Community
Development Department located on the fourth floor (north wing) of the County
Administration Building, 651 Pine St. , Martinez.

AREA TRAFFIC - CURRENT AND PROJECTED
The interim project involves construc.tion of a third westbound lane on the
East/Central County Travel Corridor from Willow Pass Road in west Pittsburg to
Willow Pass Road in Concord. Caltrans has measured the capacity of the existing
westbound lanes to be 4 ,000 vehicles per hour, or 2 ,000 vehicles per hour per
lane. The added capacity of the project will increase the westbound capacity of
the East/Central County Travel Corridor to about 6 ,000 vehicles per hour, or 50
percent.
Traffic counts indicate that during the morning peak period the existing demand
exceeds capacity backing up traffic to the Railroad Avenue overcross ing. The
purpose of the interim project is to prevent further deterioration of traffic
conditions on the East/Central County Travel Corridor until the ultimate project
to lower and widen the Corridor can be implemented. The interim project will
provide additional capacity to serve another 4 ,000 vehicle trips during the two-
hour morning commute period (2 ,000 vehicles per hour). This figure assumes that
some commuters will continue to use alternative routes to avoid congestion on the
Corridor and that traffic will increase on other roads leaving Eastern Contra
Costa County.
Without the interim project, the projected traffic increases will result in
increased levels of traffic congestion and travel delays leading to severe
economic impacts to the East County Region.
POTENTIAL NEW DEVELOPMENT TRAFFIC IMPACTS
The concept of an area of benefit is the equitable distribution of road improve-
ment costs to new development from which future traffic impacts will arise.
Along the East/Central County Travel Corridor, future traffic impacts will come
primarily from residential commuter traffic. It is expected that residential
dwelling units, whether single family or multiple family, will contribute peak
hour trips in the westbound direction within the East/Central County Travel
Corridor. The assumption is valid as the home-to-work trip orientation for
residential developments in East Contra Costa County is primarily to the major
employment centers in Central Contra Costa County. This is not expected to
change significantly in the next five years.
The new housing that could be served by the interim project depends on the number
of houses constructed the number of employed residents per household that will
work on the west side of Willow Pass, which westbound road they will take and
their rate of carpooling. The Community Development Department developed an
equation to .estimate the number of dwelling units required to send 4 ,000 vehicles
west on the East/Central County Travel Corridor over Willow Pass during the
morning commute period. It was determined that with construction of the interim
project, approximately 12,000 new housing units could be occupied before traffic
congestion on the East/Central County Travel Corridor would again reach current
levels.
Housing projections for the 1987 to 1992 period were recently prepared by the
Community Development Department. The projections are based on homebuilding

trends in East County during the 1980's, the recently released Projections '87
series from the Association of Bay Area Governments (ABAG) and inventories of
recently approved projects in the four jurisdictions. The housing projections
for 1987 to 1992 are shown below.

* Assumes City of Brentwood will secure a permanent water supply.
Using January 1, 1987 as a starting point, and assuming it would take one year
for a dwelling unit to be constructed and occupied, the capacity of the interim
project would be fully utilized by the first half of 1992 .
ESTIMATED COST OF TRAVEL CORRIDOR IMPROVEMENTS
The completed project will add one westbound lane to the East/Central County
Travel Corridor from Willow Pass Road in West Pittsburg to Willow Pass Road in
Concord. The project also includes relocating the existing westbound on-ramp at
the West Pittsburg interchange to the right side of the westbound travel lanes.
The typical road section is shown in Appendix B. The improvements are expected
to provide relief to traffic congestion over the next five years.
County staff has been working with the cities of Pittsburg and Antioch to finance
the construction of the projectl. Although the financial documents would pledge
General Fund revenues, road fees from the , East/Central County Travel Corridor
Area of Benefit will be used to fund the County's debt service. The Area of
Benefit road fee was originally established at $230 per dwelling unit based on a
$2.6 million financing plan and projected development of 11 ,324 new residential
units.
The revised cost estimate shown below includes road construction, engineering,

incidental, contingency and financing costs.

BASIS FOR FEE APPORTIONMENT
It is expected that residential dwelling units, whether single family residential
or multiple family residential , will contribute peak hour trips in the westbound
direction within the East/Central County Travel Corridor. Therefore, the project
cost will be apportioned to all new residential dwelling units on an equal basis.
The housing projections show that 10 ,275 new residential dwelling units are
anticipated in East Contra Costa County in the next five years. Subtracting the
1,250 in the City of Brentwood leaves 9,475 in the unincorporated areas, the City
of Pittsburg and the City of Antioch.
CALCULATION OF FEE
The area of benefit fee is determined by dividing the project cost by the
projected five year (1987 - 1992) increase in new residential dwelling units for
all of East Contra Costa County (unincorporated and incorporated areas, excluding
Brentwood) . This will ensure that residential developments in the unincorporated
areas of East County will contribute only their fair share of the total cost of
providing improvements to the East/Central County Travel Corridor.

The established fee will be reviewed and adjusted as necessary to meet the
County 's debt service obligation.
COLLECTION OF FEES
Fees shall be applicable to all new residential development within the Area of
Benefit and shall be payable as a condition of issuance of a building. permit.
Fees collected shall be placed in an interest bearing account entitled "East/
Central County Travel Corridor Area of Benefit".

INTEREST ON FEES
The interest accrued on the fees collected in this Area of Benefit shall continue
to accumulate in the same account and shall be used to cover the cost of project
administration, design and construction.
SUNSET CLAUSE
The term of the East/Central County Travel Corridor Area of Benefit shall expire.
when the County 's obligation for the Interim Project is funded.

Boundary Description
Beginning on a Bench Mark located at Port Chicago, along the Southern Pacific
Railroad, 97.7 feet north of the northwest corner of the railroad station ,
43.2 feet north of the north rail of the main tracks , 19.7 feet south of the
center line of Waterfront Road, 8.5 feet west of a telegraph pole, 1.6 feet east
of a point in line with the east wall of the railroad station, about level
with the tracks and the road , and set in the top of a concrete post projecting
0.2 foot above the ground, thence striking a straight line i n a northerly direction
to the Contra Costa/Solano County boundary line; thence in a generally
northeasterly direction along the Contra Costa County boundary line, to the
corner of the set Sacramento/San Joaquin/Contra Costa County boundary lines;
