After discussion by Board members, IT IS ORDERED that the following actions are APPROVED: 1. ACCEPTED report from the County Administrator on detention staffing in Contra Costa County jails; 2. REFERRED the report to the Finance Committee, CADSAC and the West County Justice Center Advisory Group for review; 3 . REQUESTED County Administrator to report on status of security guard classification as related to jail staffing, and how the previous Sheriff Service Officer position relates to the proposed Sheriff Specialist position; 4. REQUESTED that the consultants address the issue of staffing of the current detention facilities; 5. REQUESTED the Personnel Director and County Administrator to review positions in the Sheriff ' s Department to determine those positions that could potentially be civilianized; 6. REQUESTED staff to review the feasibility of developing a pilot program using sworn deputies, correctional officers and technicians to staff detention facilities; and 7. REASONS FOR RECOMMENDATION/BACKGROUND: The Board directed the County Administrator on August 11, 1986 to prepare a report on staffing needs and costs of the new West County Justice Center, including an update of the Detention Staffing Analysis Study (July 1985) and submit the report to the Finance Committee. Dr. Mark Morris, former Project Director of the County Jail Capital Expenditure Fund for the State Board of Corrections and Carol Kizziah from the Criminal Justice Agency conducted the study. The report addresses the question of employing civilians in place of sworn custody officers in all detention facilities, as well as the number of total staff needed to operate the new West County Justice Center. The consultants recommend against wholesale change in the staffing of the Jails. Although short-term savings might be achieved through employment of correctional officers or Deputy I ' s, there is reason to believe correctional officers will ultimately receive pay parity with sworn officers. Currently, State correctional officers make $2,246/month at entry, which is already more than sworn officers make in some counties, and only $64 less than entering Contra Costa County deputies. Correctional officers in other counties have already received benefit parity with sworn officers. The report includes a recommendation to implement a "technician" classification throughout the Sheriff ' s Department to both save money (up to $290,000 annually in salary costs alone if 35 deputy positions were converted) and experiment with further civilianization in the Sheriff ' s Department. The West County Justice Center Advisory Group has made a similar recommendation to the Board in a letter dated July 1, 1987 . The Advisory Group has not yet reviewed the report but did conduct its own independent investigation. The $13 million represents the staffing proposals of the Health Services and Sheriff' s Departments. Consultants recommend a $2. 5 million reduction in staffing costs. Consultants think the staff reductions still allow for the provision of an adequate level of service.
