Hazardous Waste Management Plan
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Approve the Work Plan for preparation 'of the Hazardous Waste
Management Plan pursuant to AB 2948, as recommended by the
Hazardous Materials Commission and direct County staff to carry
out the Work Plan.
BACKGROUND:
One of the first tasks which has been undertaken by the Hazardous
Materials Commission is the preparation of the Hazardous Waste
Management Plan authorized by AB 2948 . (Tanner) . The preparation
of this Plan has been ordered by the Board of Supervisors. In
order to insure that all of the tasks would be completed in a
timely manner so that the required Plan could be submitted by the
State deadline of December 31, 1987, the Board contracted with
, David Morell & Associates to prepare a Work Plan. This Work Plan
details each action which is required to complete the Plan on
time.
The Work Plan is in three parts. The first part lists each of
ten major portions of the Plan which are in turn divided into 27
tasks and a number of sub-tasks which must be performed, the
department which must perform the task or sub-task, and the
estimated number of person-days required to complete the task.
The preparation of the entire plan is estimated to require 440
person-days between July 1 and December 31, 1987 . A number of
sub-tasks are not included in this estimate, but are shown as
being completed in 1988 . These sub-tasks can, or must, be
completed after submission of the draft plan to the State and
include revisions of the Plan to make it acceptable to the State
and final approval of the Plan by the Board of Supervisors and a
majority of the cities in the County, leading to submission of
the final plan to the State by September 30, 1988.
Part two of the Work Plan takes the' same tasks and sub-tasks and
lays them out on a week-by-week schedule showing what tasks must
be performed in order to insure timely completion of the tasks in
order to complete preparation of the Plan by December 31, 1987 ./

The third part takes these weekly schedules and lays them out on
a single chart to show the interrelationship of the tasks to each
other.
County staff from the affected departments have worked with Mr.
Morell in the preparation of this Work Plan and believe it is
complete, realistic and achievable.
The Hazardous Materials Commission reviewed the Work Plan on July
22 and approved it for submission to and approval by the Board of
Supervisors.
Funding for preparation of the Work Plan and for the preparation
of the Hazardous Waste Management plan itself comes from this
County' s portion of the $10 million in funds provided in AB 2948.
The County has already received $200,000 from the State and will
be eligible for additional funds after January 1, 1988 .
Based on the approval by the Hazardous Materials Commission, it
is recommended that the Board also approve the Work Plan.
