GRANT ` SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION Approve_ the Family & Children' s Trust (FACT) Committee recommen- dation of allocation of Federal Challenge Grant funds as follows: Funding Agency Service Source/Amount Child Abuse Coping with Parenthood Federal Prevention Council Directory Challenge of CCCO. , Inc. Grant $7,5.00 In addition, authorize the Director, Social Service Department to negotiate, and upon approval by County Counsel or the Contracts Administrator, execute a contract with the Child Abuse Prevention Council of Contra Costa County, Inc. , with the following stipulation: The Child Abuse Prevention Council of Contra Costa County, Inc. explore the use of the Bay Area ' Information and Retrieval System for present and future updates. II . FINANCIAL IMPACT None. III . BACKGROUND The FACT Committee was authorized by the Board of Supervisors on April 16, 1985 to make allocation recommendations to the Board of Supervisors on AB 1733 funds, AB 2994 funds, and the Ann Adler Family & Children' s Trust Fund. A Federal Challenge Grant fund of $10,387 has been allocated to Contra Costa County for Federal FY 1986-87 and is to be used to augment AB 2994, funds. The FACT Committee recently completed a Request For Proposal (R.F.P. ) process to allocate AB 2994 funds, the Ann Adler Family & Children' s Trust Fund, and the Federal Challenge Grant in the amount of approximately $64, 000. However, FACT' s recommendation on the use of the Federal Challenge Grant was not included because the Social Service Department Director had questions about the. recommendation to use this money for a directory and the most efficient and cost effective way of obtaining a directory. FACT based their decision on the following criteria: 1. There is no readily available existing resource guide for parents in crisis, line workers in the field, etc. , and Bay Area Information and Retrieval System (BAIRS) is a computerized service which is used through libraries and not readily accessible to the individual family. 2. There had been much support for a previous Directory which FACT believed should be updated through use of Federal Challenge Grant funds. FACT planned to recommend allocation of the balance of the Federal Challenge Grant at a later date. The Social Service Department is administratively responsible for Children' s Trust Fund programs and expenditure of funds. With respect to the Social Service Department' s administrative respons- ibility, the Social Service Department Director supports FACT' s recommendation of a directory being developed by the Child Abuse Prevention Council for utilization by families at risk, but recommends further exploration of coordination with the BAIRS system for present and future updates of a resource directory. Further, the Social Service Department Director recommends that FACT explore the use of remaining and future Federal Challenge Grant funds be used for provision of direct legally mandated services. 1AOrder. 10
