RECOMMENDATIONS ;'
As the Board of Supervisors, approve the form of Disposition and
Development Agreement among the St. John' s Land Partnership, a
California General Partnership; El Cerrito Royale, a California
General Partnership; and the County of Contra Costa; and authorize
the Chair and the Director of Community Development to execute said
Agreement.
BACKGROUND/REASONS FOR RECOMMENDATIONS
Last fall, the Church of St John' s the Baptist in E1 Cerrito, the
E1 Cerrito Redevelopment Agency, and the County requested proposals
for the development of a senior housing project on Church and City
owned lands. The property, a 1. 5 acre site, is located at 6510
Gladys Ave. , E1 Cerrito (map attached) . At the conclusion of the
RFP process Goldrich & Kest was selected to develop a residential
care facility for the elderly. In return for a seventy-five (75)
year land lease for one dollar a year, the developer agreed to
construct on the site an approximate 4,500 square foot community
facility for St. John' s Church, and to reserve 30% of the units
from 30 years at rents affordable to very low income senior
citizens on .SSI (Supplemental Security Income) . Subject to further
negotiation, an additional 100 of the units may also be reserved
for very low income seniors.

On July 27, 1987 the City Council approved a development
application submitted by Goldrich & Kest for a 102 unit residential
care facility, and the community center. In order to implement the
project the St. John' s Land Partnership, a partnership of the City
Redevelopment Agency and St. John' s the Baptist, desires to enter
into a Disposition and Development Agreement (DDA) with El Cerrito
Royale General Partnership (Goldrich & Kest) . The DDA outlines the
roles and responsibilities of the various parties to the
development. The County is designated as the public - agency
financing the project through the issuance of tax exempt
multi-family revenue bonds, and potentially, to obtain additional
affordable units through the provision of supplemental financing
from Community Development Block Grant (CDBG) funds. Because of
the prospective role of the County, the St. John' s Land Partnership
and the developer have requested that the County be a party to the
Disposition and Development Agreement.
FINANCIAL IMPACT
None. The provision of tax exempt revenue bond financing and/or
CDBG financing is subject to future discretionary action of the
Board of Supervisors.
