Dear Mr. Hasseltine:
Attached is a letter to you from the Law Enforcement Assistance
Administration stating that this County's application for Arson Control
funds was not approved. A number of jurisdictions and agencies through-
out California submitted proposals, including the State Fire Marshall in
cooperationiwith the California District Attorneys'. Association. The
San Francisco application was the only one approved.
The application was prepared by this Office following a cooperative
process involving the District Attorney's Office, Sheriff's Department,
city police agencies, and various fire districts. This program develop-
ment process was encouraging and enlightening. The degree of cooperation
shown by all the agencies involved and the definition of the arson
problem in this county that resulted from this process should prove
beneficial in the future. We will continue the effort that has been
started to more effectively address the problem of arson. Although not
successful this time in securing outside funding, we will also continue
that attempt.
Your support of the LEAA proposal and that of the entire Board of
Supervisors is most appreciated.

Dear Mr. Hasseltine:
On behalf of the Administrator of the Law Enforcement Assistance Ad-
ministration, I would like to thank you for submitting your application
(#9-1364-0-CA ) in response to the Program Announcement, "Arson Control
Assistance Program. " With the quality of the responses received in
this Office we wish there were sufficient funds to award each worth-
while project.
As you know, the Program Announcement for the Arson Control Assistance
Program separated the dollar range and number of grants to be awarded
into three categories: (1 ) statewide; (2) jurisdictions with popu-
lations at or over 100,000; and (3) jurisdictions with populations
below 100,000. Your application, which fell under category (2) ,
"jurisdictions with populations at or over 100,000," competed and was
judged with 92 other applications submitted under this category.
It is important to emphasize that reviewers and program staff had only
the written application upon which to make their judgments on the
proposed 'program. In order to be fair to all applicants, each appli-
cation had to be judged on its merits as submitted by the applicant.
One of tte criteria for selection was that "only one grant will be
awarded in any urban area (SMSA) . " This criterion was intended to as-
sure that funds would be used to address a diversity of arson problems
and to assure that the program had a national scope: It was also in-
tended to encourage jurisdictions in the same SMSA to cooperate in
addressing the arson problem in their area. After a careful review
we determined that San Frandisco' ;another applicant in your SMSA,
met the criteria as presented in the Program Announcement more
thoroughly than your application. The specific reason for your lower
ranking and our decision not to fund your application follows:

With regard to the requirements of Paragraph d(1 ) of the
Program Announcement, your application did not adequately
demonstrate the need for an Arson Control Assistance Pro-
gram of the scope outlined in your proposal . With limited
dollars available, an important factor which this agency
must consider in making selection decisions is the relative
need for such a program in the area to be served by the
project.
The information supporting the arson problem in your ap-
plication did not reflect issues of sufficient severity
within your jurisdiction to warrant the awarding of fed-
eral monies.
We recognize the amount of time and effort spent in the development
of your application. We hope that our decision will not deter your
agency from responding to other program guidelines issued by the
LEAA or other agencies involved in this type of initiative. It is
important to emphasize that these reasons are based solely on in-
formation available in the application and are not meant to imply
that they are necessarily deficiencies in your capabilities or
activities. We encourage you to continue your efforts to make
meaningful improvements in the area of arson control .

ARSON CONTROL PROJECT
The BOARD considered the request by the Sheriff-Coroner
and the District Attornev and the recommendation of the
County Administrator concerning a grant application to
the U.S. Department of Justice - Law Enforcement Assistance
Administration for the funding of an eighteen month
"Arson Control Project" which would develop a coordinated
effort to the prevention, detection and prosecution of
suspect arson fires,
THEREFORE, IT IS BY THE BOARD ORDERED that the Chairman
is AUTHORIZED to execute, on behalf of the County, the
Arson Project Grant Application to the U. S. Department of
Justice - Law Enforcement Assistance Administration in the
amount of $200, 000 with a local match of $22, 222.

Dear Board Members:
Re: Arson Control Project
We have been requested by the Sheriff-Coroner and the District
Attorney to recommend that your Board authorize the Chairman
to execute a grant application to the U. S. . Department of Justice -
Law Enforcement Assistance Administration for funding for an
eighteen month "Arson Control Project. " By this letter we are
making such ;a recommendation.
This project would develop a coordinated (police, .fire, .and
prosecution) approach to the prevention, detection and prosecution
of suspected arson fires. Once the grant has expired, no ongoing
additional costs- are planned.
We would be requesting $200,000 which would require a local
match of about $22, 000. We are assured by the Sheriff' s Office
that the match can be paid from contributions from insurance
companies.
