- Justification
I . RECOMMENDED ACTION :
APPROVE the Plans and Specifications for the Stone Valley Road
Bike and Ped Paths Project and ADVERTISE for bids to be received
on Thursday, September 17 , 1987 at 2: 00 p .m .
DIRECT the Clerk of the Board to publ i s h the Notice to
Contractors in accordance with Section 20392 of the Public
Contract Code , and
DIRECT the Director of Community Development to file , with the
County Clerk , Notices of Exemption and Determination for each
portion of the project .
II . FINANCIAL IMPACT:

The estimated contract- cost of the project is $ 161 ,000. It is to
be funded by Trust 8192 Account ( 12%) , Federal Aid Project BLA 4-
87 ( 31 % ) , Transportation Development Act (45% ) , Developer Fees
(12%) .
III . REASONS FOR RECOMMENDATION/BACKGROUND:
The Public Works Director has filed with the Board of Supervisors
the Plans and Specifications for the Stone Valley Road Bike and
Ped Paths Project .
The general prevailing rates of wages , which shall be the minimum
rates paid on this project , have been filed with the Clerk of
the Board and copies will be made available to any interested
party upon request .

The pedestrian path portion of this project has been determined
to be in compliance with the General P1 an . It has been
determined that this project is exempt from CEQA requirements as
a Class 1C Categorical Exemption . The project will not have a
significant effect on the environment . Work will consist of
constructing a path and handicap ramps on an existing public
path . The project upgrades the existing pedestrian route and
reduces safety hazards to pedestrians . No additional right of
way is required . The Board hereby concurs in said determination .
The bike path portion of this project has been determined to be
in compliance with the General Plan . A negative declaration of
environmental significance pertaining to this project was
published with no protest , and the Board has considered the
negative declaration together with all comments received during
the public review process . The Board hereby FINDS , on the basis
of the initial study and all comments received , that there is no
substantial evidence that the project will have a significant
effect on the environment , and APPROVES the negative declaration .
