SUBJECT: Proposed Contra Costa Water District East
County Regional Water Treatment Plant
SPECIFIC REQUEST(S) OR RECCWENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
1. The Board encourage Contra Costa Water District the cities of
Brentwood, Antioch, Pittsburg, the Oakley Water District and the
West Pittsburg community in cooperation with its private water
supplier to meet and constructively consider the various
alternatives that would result from the construction of the
Contra Costa Water District ' s proposed East County Regional Water
Treatment Plan.
2. Direct staff to invite legislators to review the proposal so they
can be prepared to respond to their constituency if their
assistance required.
3 . Declare that the County is available to assist in discussions
that will provide for full consideration of the Water District ' s
proposal.
4. Declare that the county sees merit in this proposal based on the
information provided in the report, for at least the
unincorporated communities of West Pittsburg and Oakley at
this time--both in terms of water quality improvement and
benefits to the rate payer in developing a more economical plant
(with savings in both capital budget and ongoing savings in
maintenance and operation budgets) .
FINANCIAL IMPACT
There is no direct county financial involvement in this proposal. The
Water Agency budget can accommodate the very minor expense that might
be involved by water agency staff and your Water Committee being
available as facilitators and resource people in the review of this
proposal.
REASONS FOR RECOMMENDATION/BACKGROUND
All of the Board Members have been provided a copy of publication
titled "Contra Costa Water District Program For an East County

Regional Water Treatment Plant, July 1987" . It was the background for
a presentation made by the Water District staff and their consulting
engineer to the Water Committee.
Growth pressures in Antioch, Oakley, Pittsburg and West Pittsburg are
resulting in a projected demand for domestic water that clearly
exceeds the present capacity of the each of those communities. In
addition, the City of Brentwood has experienced contamination of
several of its wells and have made arrangements with East Bay
Municipal Utility District but has a continuing obligation to provide
its own source of supply.
Preliminary studies done by Contra Costa Water District indicate that
the single major East County Regional Water Treatment Plant could be
constructed at a cost saving and could at the same time provide a
higher quality water than now enjoyed by those communities. The new
treatment facility will employ the most up to date technology and
provide the means of sharing equally the various benefits to be
derived from use of EBMUD surplus waters and at the same time
providing a very reliable and flexible water system.
This regional water treatment plant proposal should be addressed now
so that the development that is taking place in the East County can
proceed in an efficient orderly manner in each of the communities
without having to individually deal with the possibility of future
treated water shortages.
