RECOMMENDED ACTION: APPROVE the Plans and Specifications for Project "A" , West County Justice Center and ADVERTISE for bids to be received on Thursday, September 10 at 2: 00 P.M. DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section 20392 of the Public Contract Code. II . FINANCIAL IMPACT: The estimated contract cost of the project is $2,766,000 . It is to be funded by County General Funds (already budgeted as the County match to the. California Board of Corrections ' jail construction grant) . III . REASONS FOR RECOMMENDATION/BACKGROUND: The County Administrator has filed with the Board of Supervisors the Plans and Specifications for Project "A" , West County Justice Center. In general, the Plans and Specifications 'provide for: 1. Site demolition and clearing and grubbing. Off-site road demolition and grading. 2. Rough grading of the project site. 3. Construction of approximately 3 , 500 feet of a new road, Giant Highway, between the north end of Parchester Village and the intersection of Atlas Road and the Atchison Topeka and Santa Fe railroad crossing. 4. Construction of approximately 300 feet of roadway between the new Giant Highway and the existing Giant Highway for access .to the regional park. 5. Construction of approximately 1, 570 feet of a new road . located along the north side of the project between the new Giant Highway and the existing driveway to Marwais Steel. Construction of approximately 230 feet of roadway between the new road and the existing bridge over the railroad. 7 . Construction of a sanitary sewage pump station and controls located at the northwest corner of the site and a force main approximately 1, 500 feet long parallel to the new Atlas Road. The force main will connect to an existing 18-inch force main along the east side of the new Giant Highway. 8 . Construction of approximately 2, 500 feet of 16-inch water main in the new Giant Highway from the intersection of the existing and new Giant Highway to a few hundred feet south of the new private road (material furnished by the utility district) . 9 . Appurtenant facilities comprising culverts , ditches, riprap, barriers, gate relocation, sign relocation, signing and striping, and street lighting. The balance of the construction of the West County Justice Center will be done as part of Project B, to be advertised for bid at a later date. The general prevailing rates of wages, which shall be the minimum rates paid on this project, have been filed with the Clerk of the Board and copies will be made available to any interested party upon request. This project has been determined to be in compliance with the Richmond General Plan. The environmental impact report (EIR) pertaining to this project was reviewed by the Planning Commission on July 29 , 1986 and found to be adequate. The Board approved the final EIR on August 26 , 1986 and a Notice of Determination on the project was filed on the same day. The mitigation measures described in the EIR affecting this portion of work have been included in the project. -2- THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on August 11, 1987 by the following vote: AYES: Supervisors Powers, Fanden, Schroder, Torlakson, McPeak NOES: None ABSENT: None ABSTAIN: None ------------------------------------------------------------------ ------------------------------------------------------------------ SUBJECT: Minority-Owned and Women-Owned Business Enterprises Policy Statement In their consideration of the plans and specifications for the site preparation of the West County Justice Center, Board members expressed their approval of the policy statement relating to Minority-Owned and Women-Owned Business Enterprises. On recommendation of Supervisor Sunne McPeak, IT IS BY THE BOARD ORDERED that all contracts prepared on behalf of the County include the policy statement of the Board of Supervisors to provide opportunities for Minority-Owned and Women-Owned Business Enterprises to participate in the performance of construction or service contracts financed with County funds. cc: All County Departments 1 hereby certify that this is a true and correct copy of an action taken and entered on the minutes of the Board of Supervisors on the date shown.
