Spooner , Contracts Administrator Costa DATE: July 30, 1987 Cour suBJEcr; Approval of FY 1987-88 Federal Block Grant (West County CMHC) Renewal Application as an Amendment to the County Short-Doyle Annual Plan for Mental Health Services ( Part A) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : A. Approve the FY 1987-88 Federal Block Grant Renewal Application as an amendment to the FY 1987-88 Contra Costa County Short-Doyle Annual Plan for Mental Health Services (Part A) to continue funding for the West County Community Mental Health Center (CMHC) , and B . Authorize the Health Services Director or his designee ( Stuart McCullough) to submit said Renewal Application to the State Department of Mental Health , and C . Assure compliance with Federal Requirements set forth as Attachment II (Assurance of Compliance with Federal Requirements on Use of Allotments) in said Renewal Application . II . FINANCIAL IMPACT : Under the Gramm-Rudman-Hollings (Federal Deficit Reduction) Act , the County ' s FY 1986-87 Federal Block Grant funding for the West County Community Mental Health Center (CMHC) was reduced by 6 . 95% from the previous year ' s allocation . This reduction from $19499 , 400 (FY 1985-86 level) to $1 , 395 , 192 (FY 1986-87 level) , in the amount of $104 , 208 , was funded by FY 1986-87 Mental Health Short-Doyle augmentation monies (MH COLA and equity adjustment) . This avoided a reduction in service level at that time . Of the 6 . 95% Gramm-Rudman reduction last year , approximately five percent (5%) , or $75 , 756 , has been restored for FY 1987-88 . The new Federal Block Grant funding level for FY 1987-88 is $1 , 470 , 948 . No County matching funds are required . While approval of this FY 1987-88 Federal Block Grant Renewal Application does not obligate the County to make any expen- ditures , submission of the Renewal Application and approval by the State are required for the County to continue to receive Block Grant payments . REASONS FOR RECOMMENDATIONS/BACKGROUND : Because of recent State budgetary and fiscal reporting require- ments for Federal Block Grant funding , some restructuring of West County CMHC funded services has occurred for FY 1987-88 . This restructuring of programs funded by the Federal Block Grant is for the purpose of better and tighter fiscal control . By grouping those programs that can be primarily charged to the Federal Block Grant , we anticipate better monitoring and reporting management . Therefore , as much as possible this year , we have attempted to fund programs that do not have multiple- funding sources , so that the benefits and results of Federal Block Grant funds can be clearly and directly documented . The Knolls Outreach Program and Richmond Crisis/Psychiatric Emergency Service have now been discontinued from partial Block Grant funding , and four programs that were previously funded under the Short-Doyle allocation are now being funded primarily by the Federal Block Grant as follows : 1 . West County Preschool Mental Health Team/Outreach Program operated under contract with Early Childhood Mental Health Program, Inc . ; 2 . Rubicon/Gayles West County Semi-Supervised Independent Housing (Transitional Apartments ) Program, jointly operated by County staff (support services) and Rubicon Programs , Inc . (administration services) ; 3 . Rubicon Independent Living Outreach Program operated under contract with Rubicon Programs , Inc . ; and 4 . West County YMCA Junior High School Outreach Program operated under contract with the YMCA of West Contra Costa . This Renewal Application has been reviewed and recommended for approval by the County ' s Mental Health Advisory Board at its meeting on July 23 , 1987 (as shown by the Mental Health Advisory Board letter dated July 24, 1987 which is included in the Renewal Application) .
