Gaming on Indian Reservations
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION-
Take no position on legislation that would appoint a ' Federal
Indian Gaming Commission to regulate all gaming activities on
Indian reservations.
BACKGROUND:
On July 28, 1987 , the Board of Supervisors referred to the County
Administrator a letter from U. S. Senator from Nevada, Harry
Reid, opposing legislation -being proposed which would remove from
state and local governments the authority to control or regulate
gaming activities on -Indian reservations and, instead, appoint a
Federal Indian Gaming Commission which would have the sole
authority to undertake this regulation.
This is obviously a complex subject which, is of great concern to
those state and local governments which have within their
boundaries Indian reservations. However, since Contra Costa
County has .no such reservations within the ,County, the issue of
who should regulate gaming activities within such Indian
reservations is perhaps best left to those jurisdictions which
have a direct interest in the subject.
It is, therefore, recommended that the Board take no position on
Senator Reid' s letter.
