REPORT ON MEETING WITH THE CITIES RELATED TO FIRE ISSUES

BACKGROUND:
On June . 30, I and staff from the County met, with the managers and elected
representatives from ' each of the six cities in the Consolidated Fire
District to discuss various fire issues. At that meeting, .it was agreed
that each city would consider a resolution in support of the Board imposing
a $15 assessment and recommending that the issue of fees above $15 be put
before the voters for approval in November. The six cities agreed to place
the resolution on the next available council agenda for consideration. .
Since the Board will have very little time to act after the cities have
taken their action, I thought it would be prudent to alert you to the
potential actions and give each Board member some time to consider your
position.
The cities will consider recommending that the Board consider imposing the
$15 assessment in order to address the most critical immediate needs in the
district.
The $15 would raise approximately $1,770,000 annually and would allow the .
district to hire 30 firefighters to bring firefighting capability up to
acceptable minimal levels. The representatives of the cities felt this
should be considered because of the critical need already existing.
The assessments between $15 and $52 _ (which would raise an estimated
$6,372,989 annually at the high end) would be used to staff and operate
stations being built as part of the five year plan and related support
costs. The feeling of the representatives present was that this should
_ definitely be placed before the voters because of the cost and because the
funding is not of such an immediate critical nature as the first $15.
No action is requested of the Board at this time. Later in July, the
County Administrator will be returning with the resolutions adopted by the
six councils and asking the Board to take action on r r est.
