SUBJECT: public Education .Program for Solid Waste
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) a BACKGROUND AND JUSTIFICATION
RECOMMENDATION
1. Request the Solid Waste Commission to work with staff on.
developing a program for Solid Waste Public Education. Request
the Solid Waste Commission to get input from the Landfill Siting
Task Force.
2. Request staff to contact the Association of Bay Area Governments
to determine if they can provide public information services by
contract.
3. Request staff and the Solid Waste Commission to meet with private
sector solid waste interests concerning funding the public
education program.
4. Request the Solid Waste Commission- to report back to the Board
within 90 days.
FINANCIAL IMPACT
The Public Education Program is not planned to be funded with County
funds. The County currently assesses fees for solid waste planning
and enforcement on landfill operators. The law does not allow for use
of these fees for a general public education efforts. However, there
may be some aspects of the Public Education Program that is directly
related to solid waste planning which could be funded by the fee. It
is envisioned that a substantial portion of the entire program- would
have to come from outside sources.
REASONS FOR RECOMMENDATION/BACKGROUND
On February 10, 1987 the Board approved a referral from the Finance
Committee requesting the Community Development Department staff to
develop a preliminary cost assessment for implementation of a Public
Education Program concerning solid waste. After receiving input from
staff and seeking input from the private solid waste industry, the
Solid Waste Commission and the Landfill Siting Task Force, the Finance
Committee determined that there is a need for solid waste public
education.

Staff has prepared an initial list of possible components for a Public
Education Program which include a newsletter, speakers bureau, special
solid waste events, public meetings, school programs, surveys, and
cable tv access programs. This type of program could cost
approximately $60,000. Some of that programs are ongoing and some are
"one time only" events. Existing Community Development Department
staff is not adequate to carry on an active public education effort.
Therefore it is appropriate that the County seek outside assistance to
implement the program, if it is funded. The Association of Bay Area
Governments may be a source of providing this type of service. The
Finance Committee acknowledges that there is alot of existing public
education materials available that should be used to the fullest
extent. rather then developing new materials.
Since the County does not have the money to fund this type of program,
and it is unlikely that much of the program can be funded through the
solid waste planning assessment to landfill operators, it is
appropriate that others share in the cost of such a program. The
private solid waste industry could be a source of funding since these
programs directly relate to projects they are involved in and costs
will be eventually spread to waste generators.
