RECOMMENDATION
A. Accept the memorandums titled:
"Long Term Water Planning Recommendations"
"Proposed Policies for General Plan Congress Infrastructure
Sub-Committee" , "Delta Levee Policy Statement"
and forward to the General Plan Congress.
B. Authorize Chair to sign letters of commendation to Task Force
participants, Contra Costa Water District East Bay Municipal
Utility District and Chair of the Task Force, John Nejedgly.
REASONS FOR RECOMMENDATIONS/BACKGROUND
The Board of Supervisors established the Task Force in late July 1986
and confirmed membership originally in October 1986 with additions
confirmed later.
Attached is a summary of the issues considered by the Task Force.
Its original basic change was to review water delivery in the County
and to make recommendations to the Board and the General Plan Congress
on water related issues.

The Task Force concluded its work at its 6/8/87 meeting after
authorizing the forwarding to your Board the attached three
memorandums titled:
A. "Long Term Water Planning Recommendations"
B. "Proposed Policies for General Plan Congress Infrastructure
Sub-Committee"
C. "Delta Levee Policy Statement"
While the Task Force has completed its assignment~of:�.pr.o ding; input:
to the General Plan Congress on Water matters, it placed itself on
"standby" to meet, on call of the Chairman, if the Board of
Supervisors or the General Plan Congress should request additional
consideration on water issues.
As Chair of the Task Force, I wish to commend all the members, their
alternates that sat from time to time, and the staff of Contra Costa
Water District and East Bay Municipal Utility District who assisted
throughout the six months of the Task Force deliberations. The Task
Force members are:

The Task Force has prepared the attached policy statement on long term
management of. surface water supplies for your review and forwarding to
the General Plan Congress.
To ensure provision of an adequate supply of high quality water for
present and future needs in Contra Costa County, the Task Force
recommends that the County:
A. Support implementation of water management practices which
maximize most efficient use of water supplies.
B. Urge adoption by cities of county and/or similar policies
implementing water conservation, including water conservation
requirements for landscaping in new developments and civic
projects.
C. Require water conservation and other non-structural means as the
primary method for efficiently utilizing the existing water
supply before considering the development of additional surface
water supplies.
D. Reorganization of water service districts into larger districts
should be supported when such reorganization would result in
water supply quality and safety benefits to the consumers at a
reasonable cost.
E. Continue to support sharing of surplus water between EBMUD and
CCWD, . only where agencies receiving surplus water on an
interruptible basis maintain a reliable alternative source of
supply, as well as the storage and delivery facilities capable of
delivering the alternative supply in times of need.
In cases where the supplemental supply is needed because of
serious water quality problems or for public health reasons, an
exception may be made.
F. Require, in areas within its jurisdiction, that any proposed new
development demonstrate access to a firm water supply capable of
meeting applicable health standards. New development will not be
approved in cases where surplus water- supply would be the
principal water source.
The County will work with Cities and regional, planning agencies
to encourage their adoption of similar policy.
G. Designate by symbol on the Community Facilities Element the
general location of proposed new surface water reservoirs in the
County General Plan.
H. Water District Service facilities should be sized to meet future
water needs based on the comprehensive buildouts of City and
County General Plans. Sizing of water facilities should be based
on the general plan buildout taking into account drought and
emergency contingencies.
I . Require effective safety measures for water supply delivery and
storage systems, including the adequacy of emergency water
supplies.
J. Take measures to protect the water supplies and other beneficial
uses of the Delta threatened by subsidence and the projected rise
of sea level, including measures to protect and strengthen the
existing levee system.
K. Protect water supplies from contaminants generated by point and
non-point sources of pollution.
L. Continue to work with the SWRCB to ensure implementation of
effective water quality standards for the Bay and Delta; to
mitigate all existing negative impacts of the current export
systems; to prevent new negative impacts from occurring as a
result of new water transfer endeavors.

The Water Task Force recommends that the following proposed policies
be forwarded to the Infrastructure Sub-committee of the General Plan
Congress for its review and consideration:
For all areas within its jurisdiction, the County will:
1. determine feasibility of proposed new development based on city,
County and/or agency ability to provide all_.ne.ces.sary services,
including water service;
2. assess the probable cumulative impacts of proposed new
development water supply, sewage treatment and transport,
transportation, infrastructure, schools and other support
services as a condition for consideration of requests for new
development;
3. ensure effective communication among local, County and regional
land use planning bodies so that land use decisions are based on
a realistic assessment of the ability of all affected governments
and agencies to respond to the effects of those decisions.
4. work with Cities to encourage adoption by Cities of similar
policies.

DELTA LEVEE POLICY STATEMENT
(Approved by Water Task Force on April 27, 1987)
Introduction
The Delta levees provide many benefits to Contra Costa
County and have statewide importance. The land uses
protected by Delta levees in Contra Costa County are mostly
agricultural, but include residential developments such as
on Bethel Island and Discovery Bay. The Delta also provides
recreational opportunities for local residents and
recreationalists from all over the state. The Delta is an
important environmental resource. Fish and wildlife abound
in the Delta environment.
In terms of statewide importance, the Delta provides
protection for the water source for much of California. The
state and federal water projects export water from the Delta
to serve the San Joaquin Valley and Southern California.
The Delta is also is an important transportation route.
Power lines, railroads, highways, and water aqueducts cross
the Delta and are protected by Delta levees. Important
shipping lines to Sacramento and Stockton ports are accessed
through the Delta.
Levee Stability
Delta levees have failed many times, resulting in flooding
of islands and damage to property. Studies by the state and
Federal government have shown that many of the Delta levees
are in need of a major rehabilitation to prevent future
failure. Ongoing maintenance is vitally important to ensure
the integrity of the levees. In case of levee failure the
cost of major repairs of Delta levees is beyond the
financial ability of most local reclamation districts.
Policy
Delta levees should be rehabilitated and maintained to
protect beneficial uses of the Delta and its water.
Development of levee rehabilitation plans should consider
methods to foster riparian habitat to the fullest extent
possible consistant with levee integrity. Only those uses,
on Delta islands, appropriate under risk of flooding such as
agriculture and recreation should be approved.
As to the mainland levee system, any new development on the
mainland must incorporate protection measures that provides
for the integrity of the levees.
Since the Delta has importance beyond the local uses of the
islands, it is appropriate that others who benefit from
Delta levee protection participate in funding all Delta
levee improvements and maintenance. Those who benefit from
Delta levee protection include the state and federal
government water projects, electric and gas transmission
lines, railroads, water aqueducts, highways, fish and
wildlife interests, and recreational interests. A large
portion of the costs for major rehabilitation of Delta
levees are anticipated to be funded by the state and federal
government.
The intent of a major Delta levee rehabilitation program
should be to protect current beneficial uses not to
encourage other types of land uses in the Delta.
