SUBJECT: Approval of Contract 4622-182-8 with Tri Valley Rehabilitation
SPECIFIC REQUESTS) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION :
Approve and authorize the Chairman to execute on behalf of the
County, Contract 4622-182-8 with Tri Valley Rehabilitation in
the amount_ of $105 , 880 for the period July 1 , 1987 -
December 31 , 1987 for provision of pediatric therapy services .
II . FINANCIAL IMPACT :
Funding for this service will be included in the FY 1987-88
Department Budget . Actual cost to the County depends upon uti-
lization . Sources of funding for this contract are the State
( 80%) and the County (20%) .
The prior contract with Tri Valley Rehabilitation was amended to
increase the fiscal year contract payment limit from $ 113 , 572 . 48
to a total of $167 , 431 . 86 . The increase in the contract payment
limit for FY 1987-88 reflects the contractor ' s ability to pro-
vide three-and-one-half full-time equivalent (3 . 5 F . T .E. ) thera-
pists . The payment limit also provides an increase in the
payment rate from $28. 28 to $30.00 per hour to compensate the
Contractor for increased mileage costs .
III . REASONS FOR RECOMMENDATIONS/BACKGROUND :
The Department has contracted with Tri Valley Rehabilitation
since January 1, 1985 for its employees to provide mandated
pediatric therapy services for patients served by County' s
California Childrens Services and Home Health Agency . The
Contractor has been used to fill in as required to relieve or
augment the Public Health Division' s therapy staff .
' The Division has had difficulty filling its existing therapy
positions , and the State recently prescribed staffing increases .
At the present time , the Contractor ' s services are needed to
fill in for current staff vacancies and absences and to par-
tially offset the staffing increases proposed by the State .
In an effort to resolve its therapy staffing difficulties , the
Department is recommending a six-month continuation of this
Contract during which time it will closely monitor the program,
control costs , and re-evaluate its therapy staffing .
