The mandatory reporting of all cancer cases was recently instituted in California. In connection with that, the department's Medical Staff seeks to put in place an American College of Surgeon's approved cancer program. One element of such a program is a formal tumor registry component. The other elements are a Physician Cancer Committee, regu- lar (cancer) patient care evaluation studies and a Tumor Board (physician cancer case conferencing). In addition to facilitating mandatory state reporting, a Cancer Tumor Registry has other benefits as outlined in the attached material dated 12/5/86. Accordingly, we propose to establish this new class and a position to staff this function. Tumor Registrar is a recognized specialty .clerical occupation already used in a number of Hospital Medical Record services. . In fact, they have their own professional association which, among other things, publishes a prototype job description and administers a national cer- tification examination. Attached is some background material from the National Tumor Registrar's Association (NTRA). Also attached are some Job descriptions we obtained from Alameda County, Santa Clara County and John Muir Hospital together with a recent salary survey from the San Francisco Department of Public Health: We have prepared a draft specification in part based on this resource material and are pro- posing a salary level 5% below Accredited Records Technician which, according to the survey data, should make us competitive for job applicants. We would anticipate requesting an open exam as we have no one currently on staff who meets the proposed minimum qualifications.
