September 12, 1986 (���`�" "1VJlCt SUBJECT; Classification Actions- CCHP Business Office SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDATIONS: 1). Establish the class of Health Plan E.D.P. Coordinator, allocate it to salary level #C5-1542 ($2123 - 2580) , and classify one (1) position. 2) Study the duties performed by Ms. Darlene Koch to ascertain the proper classification; reclassify to Office Manager if appropriate. II. F=CIAL IMPACT: If approved as requested, part #1 of this request would result in an increased monthly expenditure of $2123/mo. assuming a first step appointment. If part #2 of this request results in a reccmrendation to reclassify Ms. Koch's position to Officer Manager, the increased cost would be $222/month based on application of the "5% on promotion rule". The total cost is therefore $2345/month and will be borne by the Plan's FY 86/87 approved budget. III. BACKGROUND/P ASONS FOR RECONZ=ATIONS: The Birch & Davis Management Consultants recently reccumended to Milt Catnhi, CCHP Executive Director, the need to periodically review and update job descriptions in the Plan Business Office (copy of Executive Simm ary and Recommendations sections attached) . Milt, in turn, requested our depart- mental personnel office conduct a classification review of selected positions in that office. Their report, dated 6/24/86, is attached to this request and among other things, recommended creation of a new classification and position to reflect the duties performed on an acting basis by Ms. Maria Gidio and also a study of Ms. Darlene Koch's position for possible upgrade to Office Manager. Accordingly, the accompanying P-300's and other supporting materials are provided to accomplish this end. IV. CONSEQUENCES OF NEGATIVE ACTION: Failure to implement the requested classification actions results in some staff working out of classification performing activities expected to continue for the foreseeable future. This is inappropriate from a class- ification standpoint and results in severe morale problems for the individuals involved.
