SUBJECT: SB 1509 , SB 1602 , and AB 1639
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
That Contra Costa County Board of Supervisors support SB 1509 ,
SB 1602, and AB 1639 .
BACKGROUND:
Coordinated emergency planning is needed so that the citizens
of Contra Costa County may be provided with essential services
following a disaster . In order that well written plans can be
used, they must be available to all agencies that provide
response during and after an emergency. Good planning is based
on the best currently available information in a rapidly
changing technological environment.
SB 1509 mandates that the State Department of Education develop
a model earthquake procedure system for use in all California
public and private elementary and secondary schools, serving 50
or more students . It also mandates appointment of a safety
officer in each district to assure that all district systems
are workable and up to date.
SB 1602 recognizes that the State Office of Emergency Services
has no information on emergency plans for over 100 cities in
California in spite of laws requiring such plans for each
city. Resources cannot be adequately allocated for disaster
response in the absence of information at the state level where
priorities are determined. This bill also requires each state
agency to transmit to OES, a list of its information, resources
and programs which may assist victims . OES shall evaluate and
file copies of all local emergency response plans for use in
disaster response.

AB 1639 would establish a California Council for Earthquake
Education to oversee development and dissemination of plans to
be implemented by local school districts . School districts
would be encouraged to contract with training agencies to use
information from the Earthquake Education Center to be
established by the University of California under the
provisions of this bill .
Passage of these three bills would provide much needed tools
for improved disaster preparation and response in California.
