HomeMy WebLinkAboutMINUTES - 07071987 - 1.38 ii, WOW -039 To BOARD OF SUPERVISORS Phil Batchelor, County Administrator �fy�} FROM; Contra July 1, 1987 Costa DATE; (^��`y �/ Legislation - SB 6 (Robbins) SUBJECT; SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION Recommendation: Adopt a position of support for SB 6 by Senator Robbins which would establish a catastrophic health care program for individuals who are uninsurable because of preexistinghealth conditions. Background: Existing law provides no mechanism except the Medi-Cal program to provide health care coverage to individuals who are uninsurable because of preexisting medical conditions.. As a result Senator Robbins has introduced SB 6 which would increase disability insurance taxes by 0. 30 of gross wages to finance a catastrophic health care insurance program for these individuals. SB 6 creates a •California Health Coverage Association for the purpose of operating this program. The bill defines what specific health services will be covered by this program. The program would include a $1000 per person per year deductible. In addition a 20% co-insurance is provided for in the program. A maximum stop loss is provided for including both deductibles and .co-insurance , amounting to $3,000 ,per individual or $5,000 per family per year. Eligibility for coverage would require that an individual have been rejected for coverage by two carriers within six months prior to applying for coverage under this program. Between January 1, 1991 and January 1, 1993 the premiums charged could not exceed 300% of the average of rates applicable for individual standard risks in the. state for comparable coverage. Rates could exceed the 300% limit if the maximum disability tax under these provisions of 1% has been reached and if the prudent reserve has been exhausted. Between January 1, 1988 and December 31, 1992 the . 3% disability tax would be used to establish a prudent reserve. After January 1, 1993 the prudent reserve could be used to reduce premiums. To the extent that SB6 reduces the potential for individuals to have to depend on the county for their health care coverage the bill deserves the support of the Board of Supervisors. The Health Services Director recommends that the Board support SB 6 and this office concurs in that recommendation.
