IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of ) Briefing on Police Activities ) Friday, October 20, 1978 to Apprehend the Suspected ) "East Area Rapist" . ) } The Board of Supervisors met to hear publically the reports from law enforcement officials and to determine what assistance the County may render to said agencies in connection with the apprehension of the "East Area (Sacramento) Rapist" whose activities appear to have spread to Contra Costa County where two incidents of rape were reported in the Concord area. Harry D. Ramsay, County Sheriff-Coroner, stated that at this time the Concord Police Department has jurisdiction over this case, but that the Sheriff's Department has made manpower and the use of county facilities (such as the crime laboratory) available to the Concord Police Department. Staff from his department has attended the daily briefings with other law enforcement agencies on this matter so as to be cognizant of all information that will lead to the apprehension and capture of this individual. Sheriff Ramsay advised that there is good cooperation and communication between the law enforcement agencies in the County. Supervisor E. H. Hasseltine questioned Sheriff Ramsay regarding rape prevention programs, and what specifically was being done in Contra Costa County. Sheriff Ramsay replied that many Rape-Crisis groups have developed in the County, and as far as law enforcement is concerned, information is continually being exchanged between them and the departments. Chairman R. I. Schroder requested Sheriff Ramsay to notify the Board should financial aid become necessary to provide for the capture of the rapist . Sheriff Ramsay expressed his appreciation to the Board, but felt the situation was under control and additional funds were not warranted at this time, but indicated that if subsequent attacks of rape are committed by the alleged Sacramento rapist, it would become necessary to allocate funds to compensate for overtime and related costs. Chief James Chambers, Concord Police Department, confirmed the fact that the crimes are suspected to have been committed by the "East Area Rapist", and that due to the imminent nature and publicity received, calls for service have increased twenty per cent. He advised that it was necessary to reassign personnel to his patrol division, that the detective bureau was devoting full time to the case, and that all leads were being investigated. The assistance given by the Sheriff's Department and neighboring law enforcement agencies had been a tremendous help. Concord crime prevention programs have been in existence for a couple of years which include a Rape Awareness Program, -a Women's Awareness Program and Block Mleetings . Presently, the department is conducting between 35-110 block meetings per week, and will continue to do so. He advised that even with increased overtire costs, the department is operating Within its budget, but should the rapist strike again, it may be faced with a serious overtime budget problem. Q10 / Supervisor Boggess commented on the seriousness of the problem, but indicated he was satisfied with the way the law enforcement agencies are handling the investigation, and inquired if there would be any benefit derived by posting a reward for information. Chief Cahmbers felt a reward was not necessary since there was a sizeable reward already posted in Sacramento. Chief- Karel A. Swanson of the Walnut Creek Police Department and Chief Kenneth Harn of the Pleasant Hill Police Department came before the Board and pledged their continued support and assistance to Concord. Chairman Schroder thanked the gentlemen for their reports and reaffirmed the position of the County to support law enforcement agencies in the apprehension of the "East Area Rapist".
