for Drug Programs (Health Services A/DA/MH)

II . FINANCIAL - IMPACT:
This fee collection system will generate new local revenue to
fund _ additional drug services under the County Drug Program
Plan , as required by Health and Safety Code Section 11991 . 5 .
The amount of this revenue and the nature of the additional ser-
vices will be specified in the County' s Annual Drug Program
Plan .
III . REASONS FOR RECOMMENDATIONS/BACKGROUND:
Currently the County does not charge fees to clients receiving
services in drug abuse programs for counseling and residential
treatment services . Some clients contribute "donations " to the
programs providing the service . Health and Safety Code Section
11991 . 5 states that "Charges shall be made for services rendered
to each person under a county drug program plan. . . " In order to
ensure compliance with this statute and to provide for increased
drug program revenues and services , it is recommended that a fee
collection system be established based on client ability to pay,
as set forth above , for County-operated and Contractor-operated
service programs under the County Drug Program Plan and Budget .
