SUBJECT: REZONING Application 2720-RZ, Thomas E. Lemire (Applicant & Owner) .
Requests approval to rezone the portion of a .91 acre property from
Single Family Residential District R-10 to R-7, in the E1 Sobrante
area. (S.D. II )

RECOMMENDATIONS

1 . Accept the environmental documentation as being adequate.
2. Approve the application ( 2720-RZ) as recommended by the County '
Planning Commission and staff.

3. Adopt the County Planning Commission' s reasons and findings'
as set forth in their Resolution No. 28-1987, as the determin-
ation for this decision.
4. Introduce the Ordinance giving effect to the rezoning
application ( 2720-RZ) ; waive reading and set a date for adopt-
ion of same.

Jean Mesick, Community Development Department, made the staff presen-
tation recommending the rezoning application for approval. The Chair
opened the public hearing and the following people appeared to speak:
Thomas Lemire, 5264 Sobrante Avenue, E1 Sobrante, applicant and
owner;
John Baxley, 5280 Sobrante Avenue, E1 Sobrante, spoke in opposi-
tion to the rezoning;
Anna Mae Devine, 5258 Sunset Drive, EI Sobrante, spoke in opposi-
tion to the rezoning;
John M. Devine, 5258 Sunset Drive, E1 Sobrante, spoke in opposi-
tion to the rezoning;
Thomas Lemire, applicant and owner, spoke in rebuttal.
The public hearing was closed.
Supervisor Fanden spoke in support of the E1 Sobrante Valley
Planning and Zoning committe recommendation to limit the number of
lots to four.
On recommendation of Supervisors Fanden and Powers, IT IS BY THE
BOARD ORDERED that rezoning application 2720-RZ by Thomas Lemire to
rezone . 91 acres from Single Family Residential (R-10) to Single
Family Residential (R-7) in the El Sobrante area is DENIED.
