RECOMMENDATION
Deny request for amendment 'to County Solid Waste Management Plan for
Kirker Pass Waste Management Landfill and the East Contra Costa
Sanitary Landfill.
FINANCIAL IMPACT
No direct county cost.
REASONS FOR RECOMMENDATION/BACKGROUND,
The Board, has referred to the Solid Waste Commission the request for
an amendment to the Solid Waste Management Plan for the Kirker Pass
Waste Management Landfill and the East Contra Costa Sanitary Landfill.
Since the California Waste Management Board has required that the
County revise our Solid Waste Management Plan within a 9 month time
period, the revision to the Plan approved by the Board on June 23 ,
1987 did not include future landfill sites. This is because the
County has not made a decision on future sites. Any new sites,
including the Kirker Pass and East Contra Costa landfills would
require amendments to the newly revised plan.
At the July 1, 1987 meeting of the Commission, the Commission
considered amendments for both landfills. Previously, the Commission
had heard presentations from both proponents, had received all written
documentation about the sites from staff and heard the staffs
recommendation of approval for solid waste plan amendments for both
sites. Many Commission members have attended Planning Commission
hearings on the two sites.

ACKNOWLEDGED report from the Solid Waste Commission; and DIRECTED that request to amend
the County' Solidt( Waste Management Plan to in the proposed Kirker Pass and East
Contra Costa Sanitary Landfill as potential future landfill sites be heard concurrently
with the public hearings on the sites on August 18, 1987.

The Commission voted 5 to 4 to deny an amendment for the Kirker Pass
Waste Management Landfill. The vote was as follows: No-Nancy Parent,
Avon Wilson, Ben Griffanti, Leonard Battaglia, June Bulman;
Yes-William Dalton, Everett Jenkins, John Koepke, Nancy Fanden.
The Commission voted 6 to 3 to recommend denial of an amendment. for
the East Contra Costa Sanitary Landfill. The vote was as follows:
No-Nancy Parent, Avon Wilson, Ben Griffanti, Leonard Battaglia, June
Bulman, Everett Jenkins; Yes-William ,Dalton, John Koepke, Nancy
Fanden.
The June 17, 1987 and July 1, 1987 minutes of the Solid Waste
Commission were forwarded to the Board of Supervisors. These minutes
contain individual views and concerns of the Commission members with
regards to the recommendation of this Board Order.
The Commission stands ready to assist the Board of Supervisors in
efforts to seek new landfill sites to serve Contra Costa County. The
Commission understands the difficult,, complex task of reaching a
consensus on this matter.
