July 24, 1987 SUBJECT: Additional Police Services Within the East County• Area ,(Discovery Bay and Bethel Island) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND, AND JUSTIFICATION BACKGROUND On June 2, 1987, you approved a Finance Committee recommendation for the County Administrator to develop a plan for a measure on the November 3 ballot for financing additional police services. The intent was to make .preparations for a ballot measure to be presented to a particular area' s voters to secure their authorization for an• additional special tax on property to fund police protection services including burglary, investigation and patrol. In addition, a second measure would appear on the ballot as an advisory vote only as to whether the Board of Supervisors should initiate proceedings to levy an additional tax as condition of future new development to fund police protection services. This election process would be available to be used in any unincorporated area of the county. Supervisor Torlakson has brought to the attention of the Board the areas in East County where this concept might be implemented. The Discovery Bay area (CSA M-8) and the greater Bethel Island area should be considered for a November ballot measure. RECOMMENDATION Set August 4, 1987, at 10: 30 a.m. for a public hearing to consider the , feasibility of adopting an ordinance to provide authority to levy the special tax for additional police services in the Discovery Bay and Bethel Island areas. The ordinance, if adopted, would be subject to the approval of the electorate within the boundaries of Discovery Bay (CSA M-8) and greater Bethel Island at the November 3 , 1987 election.
