RECOMMENDED ACTION: Authorize provision of $15,000 in Housing Authority funds to the Contra Costa County Sheriff's Department for continuation of the special drug enforcement program; as, recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: In the preparation of the 1987-88 Housing Authority operating budget, funds were budgeted and approved for the continuation of the Contra Costa County Sheriff's Department special drug enforcement program. III. REASONS FOR RECOMMENDATION/BACKGROUND: On August 18, 1986 the Housing Authority provided the Contra Costa County Sheriff's Department with $15,000 to continue a special drug enforcement program for the 1986-87 county fiscal year. On July 8, 1987 the Housing Authority received a report from the Sheriff's Department on the results of the special drug enforcement program. In addition, the Housing Authority received a refund check from the Sheriff' s Department in the amount of $8045.73 in unexpended funds. A total of 44 cases were initiated by the Narcotics Bureau resulting in the identification, arrest or criminal prosecution of 38 individuals. Fifteen search warrants were also served. A total of 18 persons have been charged with one or more felonies, 4 persons charged with misdemeanors and 16 additional persons identified as dealers with criminal investigations continuing on these persons. In the past four years, this special drug enforcement program has been very successful . It has reduced the amount of drug-related criminal activity in housing developments located in the unincorporated areas of the county serviced by the Sheriff's Department. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners fail to respond positively to this request, the amount of drug-related criminal activity in housing developments located in the unincorporated areas of the county serviced by the Sheriff' s Department would increase sharply. Additionally, the Board of Commissioners would be acting in a manner contrary to its position to provide safe housing for low-income families in Contra Costa County. THE BOARD OF COMMISSIONERS, HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA RESOLUTION NO. 3516 AUTHORIZING COLLECTION LOSS WRITE-OFF WHEREAS, certain accounts of vacated tenants have been determined to be uncollectible by management, and; WHEREAS, a majority of these tenants accounts have been, or will be turned over to a collection agency for continuing collection efforts; NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the Housing Authority of the County of Contra Costa that the following amounts be written off for collection loss for the quarter ending June 30, 1987: Conventional Program Dwelling Rent $ 3,797.60 Legal Charges 2,847.86 Maintenance & Other Surcharges 799.30 $ 7,444.76 ADOPTED ON July 28 , 1987 by the following vote of the Commissioners: AYES: Commissioners Powers, FaFfden, Schroder .
