SUBJECT: Brentwood Bypass Highway 4 Realignment Project
Specific Request ( s ) or Recommendation ( s ) & Background &
Justification
I . RECOMMENDATION
Approve and authorize the Chair of the Board to execute the
Cooperative Agreement between the County, the State and the City
of Brentwood , to provide for relocating and improving State Route
4 from the intersection of Second and Spruce Streets to the
intersection of Railroad Avenue and Oak Street in Brentwood .
II . FINANCIAL IMPACT
None . Project is 100 percent funded by Caltrans.
III . REASONS FOR RECOMMENDATION/BACKGROUND
State Route 4 is an existing highway traversing Contra Costa
County . Within Brentwood , it passes through the downtown area
and involves two 90 degree turns . The proposed realignment would
move truck and auto traffic away from downtown and improve
turning conditions , thereby reducing congestion and improving
safety. The estimated total project cost is $2 ,300 ,000 , and is
totally funded by Caltrans and the Federal Highway
Administration .

Since Caltrans , because of staff shortage, cannot meet the design
schedule to design and advertise the project for Spring 1988
construction date , the County was asked to administer the design
and right of way acquisition. Caltrans has agreed to reimburse
the County for all County ' s costs . The County, thru a lengthy
selection process , selected Bissell & Karn to do all design and
utility coordination work for the County and be completed by
November 1 , 1987 .
