M347 6/82 Z I Proposed Salary: XB-1341 ($1668-2130) Contra Costa County June 1987 REAL PROPERTY TECHNICAL ASSISTANT DEFINITION: Under supervision, to learn real property appraisal , acquisition and management procedures; to process dedications of property for County use; to collect and organize data used for property appraisal ; to compile surveys and . comparative market data; and to do other related work as required. DISTINGUISHING CHARACTERISTICS: Real Property Technical Assistant is a sub-professional class in the Real Property series. Incumbents assist Real Property agents by completing routine work involved in property appraisal , acquisition and management. This class is distinguished from the professional Real Property Agent series by the latter's on going responsibility for making appraisals and independently negotiating for the acquisition and management of property rights. TYPICAL TASKS: Obtains information such as property titles, ownership, realty sales land uses and zoning by investigation of records in Community Development,. Assessor, Clerk-Recorder and private Real Estate and Appraisal Offices; verifies information concerning property appraisal , acquisitions, and leasing; serves or posts notices concerning property acquisition, leasing and eminent domain proceedings; sets up and organizes property folders used for leases, estimates, appraisals, vacations, sale and rentals; makes routine contacts with people who are negotiating with the County regarding property sale, rental or lease, assists Real Property Agents in completing transactions by handling the simpler phases of escrow and payment processing, recording of deeds and other property instruments, distribution of documents, and board agenda and approval procedures; learns real property practices and procedures by handling various assignments such as: dedications, disposal of land remnants, rights of entry, rentals, property inventory and maintenance of files and records, including microcomputer record programs. MINIMUM QUALIFICATIONS: License, License Required: Valid California Motor Vehicle Operator's Education: Possession of high school diploma or G.E.D. equivalency or a high school proficiency certificate. Experience: Two years of full-time or its equivalent clerical experience at least one year of which was equivalent to Senior Clerk in Contra Costa County. N KNQWLEDGES, SKILLS AND ABILITIES: Ability to learn and understand technical and legal material relating to acquisition, valuation and management of real property; ability to prepare technical material and reports in a clear and concise manner; ability to perform basic mathematical computations such as interest payment and -area calculations; ability to learn microcomputer applications; ability to communicate effectively with people in situations involving technical concepts and requiring instructions, regarding real property transactions; ability to learn to understand and apply principles and procedures of real property acquisition, valuation and management.
