Costa DATE' July 20 , 1987 County SUBJECT: LEGISLATION - SB1608 (GARAMENDI ) SPECIFIC REQUEST(S) OR RECOMMENDATION(_S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION• Withdraw the Board' s support from SB1608 by Senator John Garamendi because the bill no longer authorizes surplus state lands and buildings to be leased for use as emergency feeding and homeless shelters. BACKGROUND: On July 14, 1987 the Board of Supervisors voted to support SB1608 (Garamendi) because it authorized the Director of the State ; Department of General Services and the Director of the State Department of Transportation to lease for $1 per month surplus right-of-way property, airspace and real property to qualified non-profit organizations for emergency shelter or feeding programs. On July 14, 1987 Senator Garamendi amended SB1608 to ; restrict its applicability to airspace under the interchange of Route 4 and Interstate 5 in San Joaquin County. Since the bill no longer addresse's the general lease of airspace, rights-of-way or surplus real property for these purposes the bill is no longer of any potential benefit to this County and it is therefore recommended that the Board withdraw their support and remain neutral on SB1608.
