SUBJECT: Wildcat-San Pablo Flood Control Project
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) .& BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Authorize the Public Works Director to retain Phil
Williams, Inc. for coordination and engineering support for the
Wildcat-San Pablo Flood Control project. Their role will be to
assist in coordination and provide technical review of project
details in concert with the U. S. Corp. of Engineers and regulatory
agencies. The consultant will review all proposed contracts, con-
tract revisions, and design plans for conformity with the consensus
plan.
2. Direct the Community Development Department to take a
leadership role to ensure a higher level of coordination with
regulatory, advisory agencies. This should be done utilizing the
current structure of the Design Team and Financial Committees
established by the County. _
3. Direct County staff to give special attention to developing a
trail plan acceptable to the EBRPD in concert with this project.
FINANCIAL IMPACT
Funding for the engineering support personnel will be from The
Wildcat-San Pablo Creeks Project.
BACKGROUND/REASONS FOR RECOMMENDATIONS.
Due to the great demands of the project, the Flood Control District
staff has had difficulty coordinating this work with affected
'- agencies and citizens. This has been made more complex due to the
multi-disciplinary nature of the consensus plan.

BACKGROUND-continued:
In an effort to provide additional coordination and engineering
consultation to the Design Team and the member agencies, it is
desirable to hire a consulting engineer to do follow up work on
implementation of the consensus plan as approved by the Board of
Supervisors. The Public Works Director will make every effort to
hire the same engineering firm that has previously consulted on
this program for the County (Phil Williams and Associates) on a
time and material basis. This firm would assist the design team
in evaluating alternative enhancement projects for Wildcat and
San Pablo marshes. They would also review all proposed con-
tracts, contract revisions, and help prepare a detailed write up
of the consensus plan ( including cross sections) to insure that
all agencies and Design Team members are clear on the intent of
the consensus plan.
Since many aspects of this plan extend beyond engineering to
trails planning and environmental matters, it is desirable that
the Community Development Department take a leadership role in
working with the regulatory and funding agencies to insure full
adherence to the Consensus Plan. Every effort should be made to
focus coordination through the Design Team and Finance Committee
established by the County.
Lastly, the County staff is directed to give special attention to
the development of a trails plan as a component part of this
project. A trail is a BCDC condition on the project accepted by
the County.
I have discussed these concepts with the County Administrator,
Public Works Director, and Community Development Director and
they concur that these proposals should lead to better County
coordination efforts on this complex project.
