SUBJECT; Proposed Amendments to the 1985 Edition
of the Uniform Building Code
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Direct County Counsel to prepare an ordinance amending the
Uniform Building Code to require smoke management systems in
any buildings five stories or more in height and return the
ordinance to the Board of Supervisors for further
consideration.
2. Direct the County Administrator to continue working with
fire district personnel, the Building Industry Association,
and the Building Inspector to resolve, or reach a
compromise, on the remaining issues regarding the Uniform
Building Code; namely:
A. limiting the use of area separation walls to walls
without openings and with a 3011 parapet;
B. requiring automatic fire sprinkler systems in all
buildings more than 10,000 square feet in floor area.
3 . Direct the County Administrator to return a report to our
Committee on the negotiations noted above by not later than
September 14, 1987.. If that report indicates that the two
remaining issues are not resolved in a mutually satisfactory
manner, request the fire districts and Building Industry
Association to make full' presentations on each of these
issues to our Committee on September 14, 1987 outlining the
arguments in support of their position so our Committee can
make a recommendation to the Board on these two remaining
issues.
BACKGROUND:
On June 16, 1987, the Board, on the recommendation of our
Committee, fixed July 21, 1987 at 10: 30 a.m. as the date, time,
and place to hold a public hearing on the enactment of an
ordinance adopting the 1985 Uniform Building Code with specified
changes. At that time, the Board requested the ' County
Administrator to meet with specified parties to explore three

issues which remained unresolved at the time the Board set the
hearing for the adoption of the Uniform Building Code. The
County Administrator was requested to return a report on these
matters to our Committee on July 13 .
The County Administrator' s Office reported this matter to our
Committee on July 13, indicating a compromise had been reached on
one of the three items. The item, as originally requested by
Consolidated Fire District, would have required smoke management
systems in buildings five or more stories in height, or with more
than 35,000 square feet in a single floor area. As a result of
these meetings, chaired by the County Administrator' s Office, the
requirement for smoke management systems wherever a single floor
has more than 35,000 square feet, was dropped thereby limiting
the requirement for smoke management systems to those buildings
with five or more stories.
We are, therefore, suggesting that County Counsel be asked to
prepare an ordinance further amending the Uniform Building Code
in order to incorporate this additional requirement. Further
discussions will continue in an effort to urge a compromise on
the two remaining issues. We have, however, made it clear to all
parties that if they are unable to reach a compromise, the matter
should be resubmitted to our Committee in September so we can
hear both sides of the issue and make a policy recommendation to
the Board for the Board' s final decision.
