July 16, 1987 SUBJECT; Riverview Fire Protection District Benefit Assessment Advisory V Election SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION 1. APPROVE Benefit Assessment Ballot Measure and Argument for the Riverview Fire Protection District Benefit Assessment election on November 3, 1987. BACKGROUND/REASON FOR RECOMMENDATION: On May 26, 1987 the Board of Supervisors adopted Resolution No. 87-39 which authorized a benefit assessment for the Riverview Fire Protection District effective July 1, 1987 continuing until July 1, 1991. Adoption of the assessment was subject to the condition that the voters of the district be given the opportunity to express' their opinion regarding the continuation of the assessment beyond the 1987-1988 fiscal year. Accordingly, your Board directed the County Administrator to arrange for the preparation of the attached ballot language for .submission to your Board for review and approval. DRAFT BALLOT ARGUMENT The Riverview Fire Protection District, formed in 1975 , has experienced two major events which adversely impacted District funding. The creation of Redevelopment Areas preventing the sharing of property taxes of new development and Proposition 13 which reduced taxes and required 2/3 voter approval of tax increases. These remaining tax monies have not provided the necessary financing to keep pace with growth in the District. This growth has resulted in a 55% increase in emergency responses annually and yet additional stations and firefighters could not be financed. Growth patterns have been toward previously undeveloped areas resulting in greater travel distances and longer response times. The net effect throughout the District is reduced service capability, meaning delays in reaching emergency scenes are more likely to occur. A plan to provide the necessary financing for adequate fire protection includes the .collection of fees on new development and an annual benefit assessment. The Cities of Antioch and Pittsburg and the Board of Supervisors have adopted fees on new development ( $235 per residence and $ . 15 per sq. ft. on all other) which will finance fire stations, apparatus and other capital equipment. Additionally, the Board of Supervisors has approved the Benefit Assessment, ( $15 per year per home, upward to $150 for other property types) which will provide eleven ( 11) additional firefighters , with the provision that an Advisory Vote be submitted to the voters. It is anticipated that the Development Fees and Benefit Assessment combined with the tax revenue generated by future growth will provide fire protection resources throughout the District for the foreseeable future. Voters of the District are urged to support the continuation of the measures taken to ensure that enough fire stations and firefighters are available to provide the level of protection we expect and deserve in our community.
