Recommended Action Authorize expenditures related to the Family Alliance of Contra Costa in an amount not to exceed $1,000 .00 to assure its establishment and the provision of social need programs. II. Financial Impact Expenditures for this purpose are County funds and will be provided from the County Administrator' s budget. III . Reasons for Recommendation/Background Government Code Section 26227 provides that the Board of Supervisors may appropriate and expend money from the County General Fund to assure the provision of programs deemed by the Board of Supervisors to be necessary to meet the social needs of the population of the County. In 1985 and 1986 the Board of supervisors and the County Board of Education brought together more than 350 representatives of community organizations, schools,' government. agencies, businesses and religious groups to two family symposiums. Symposium participants identified non-governmental activities that support families and suggested ways to strengthen these efforts. In addition, they formulated the concept of the "Family. Alliance. " The Family Alliance of Contra Costa is designed to broaden the leadership base for family support activities.. Its purposes are to strengthen and support families through community effort; to identify and highlight model programs designed for, but not limited to, preventing crises and such additional social problems as child abuse, runaway children, drug abuse, alcohol abuse, spousal abuse and juvenile crime; to encourage the duplication and/or expansion of successful models to . strengthen the family; and to receive contributions to provide for the operations of the Family Alliance and to support events and activities which accomplish the above-stated purposes. By funding the costs to establish the Family Alliance as a nonprofit public benefit corporation, the Board of Supervisors demonstrates the need in Contra Costa County for such an organization, encourages public and private agencies to join together in a public spirited campaign against critical family problems and assures the provision of these social programs.
