SUBJECT: ORDINANCE N0. 8 FOR SANITATION DISTRICT NO. 19

1. RECOMMENDED ACTION:
a. That the Board of Supervisors of Contra Costa County as and
constituting the Board of Directors of Contra Costa County
Sanitation District No. 19, introduce Ordinance No. 8 entitled "An
Ordinance Establishing Annual Sewer Service Charges for Fiscal
Year 1987-88 in Contra Costa County Sanitation District No. 19."
b. That the Public Works Director, as Engineer ex officio of the
Contra Costa County Sanitation District No. 19 having reported to
the Board, as the governing body of Contra Costa County Sanitation
District No. 19, that he has filed with the Clerk of the Board a
written report containing a description of each parcel of real
property receiving sewer and water service from the District and
the proposed amount of charge for each parcel for Fiscal Year
1987-88.
c. That the Board of Supervisors set August 18, 1987 at 10:30 a.m. in
the Board of Supervisors Chambers, 651 Pine Street, Martinez,
California,' as the time and place for a public hearing to consider
oral and written objections or comments concerning establishing
the annual sewer and water service charges for Sanitation District
No. 19 for Fiscal Year 1987-88 and collecting these charges as
described in the report on the tax roll of Contra Costa County in
the same manner, by the same persons, and at the same time as, and
together with, the County's general taxes.
d. That a notice of the time and place of the hearing including a
general explanation of the matter to be considered be mailed at
least 14 days prior to the hearing to any interested party who
files a written request with the District for mailed notice
pursuant to Government Code Section 54992.

e. That at least 10 days before the public hearing, the District
shall make available to the public data indicating the amount of
cost, or estimated cost, required to provide the service for which
the charge is levied, and the revenue sources anticipated to
provide the service.
II. FINANCIAL IMPACT:
The above actions have no impact on County finances. County services
to-Sanitation District No. 19 are funded entirely by the annual sewer
service charges.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
Each year the County Sanitation Districts are required to set by
Ordinance the annual sewer service charges. Government Code Section
54992 describes what steps are necessary before such an ordinance can
be adopted.
IV. CONSEQUENCES OF NEGATIVE ACTION:
The District would be unable to collect sewer service fees for Fiscal
Year 1987-88, and therefore would be unable to provide service to the
people.

BEFORE THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY
AS AND CONSTITUTING
THE BOARD OF DIRECTORS
OF
CONTRA COSTA COUNTY SANITATION DISTRICT NO. 19
AN ORDINANCE ESTABLISHING THE ANNUAL SEWER CHARGES AND WATER SERVICE CHARGES
FOR FISCAL YEAR 1987-1988 IN
CONTRA COSTA COUNTY SANITATION DISTRICT NO. 19
The Board of Supervisors of Contra Costa County, as and constituting the
Board of Directors of Contra Costa County Sanitation District No. 19, does
ordain as follows:
SECTION 1. ANNUAL UNIT CHARGE. For fiscal year 1987-1988 the "Annual Unit
Charge" referred to in Section 12.5 of Ordinance No. 1 is $250.00.
SECTION 20 COLLECTION ON TAX ROLL. The District hereby elects to collect
the annual -service charges on. the Fiscal Year .1987/1-988 Tax^Rall .
SECTION 3. EFFECTIVE DATE. This Ordinance becomes effective 30 days after
passage, and within 15 days after passage shall be published once with the
names of supervisors voting for and against it in the Brentwood News, a
newspaper published in this County and circulated in the District.
