SUBJECT: IT Corporation Treatment Facilities
The Board received a memorandum dated September 22, 1986
from Mark Finucane, Health Services Director, (attached hereto and
by reference incorporated herein) , relative to review and evaluation
of the IT Corporation hazardous waste treatment facilities at Baker
and Vine Hill.
IT IS BY THE BOARD ORDERED that the Board' s commitment to
continue to monitor the IT Corporation Baker and Vine Hill facilities
is REAFFIRMED.

In response to the Board of Supervisors' June 24 directive, the Health Services
Department has reviewed and evaluated data from I. T. Corporation and the regula-
tory agencies having jurisdiction, conducted a public hearing, and attended a
neighborhood meeting regarding hazardous waste treatment facilities at Baker and
Vine Hill .
One of the key concerns that has surfaced in the public discussions is the issue
regarding potential migration of toxic substances into the groundwaters beneath
the Vine Hill and Baker facilities. While there is currently no significant
quantitative evidence indicating leaching or migration of toxic substances at
the current time, it is our express policy that no migration of toxic substances
from the IT Corporation treatment facilities in Martinez would be tolerated by
the Contra Costa County Board of Supervisors or the Health Services Department
personnel . In furtherance of this expressed policy position, the Contra Costa
County Health Services Department staff are continuing, at your Board' s direc-
tion, to track progress at the I. T. Vine Hill and Baker facilities with regard
to:
o regulatory agencies enforcement;
o groundwater monitoring data; -
o compliance with any regulatory agency orders;
o emerging hydrogeology information;
o proposed site modifications or enhancements.
