Direct the Health Services Director to file a report with the Internal Operations Committee by November 28, 1986 updating the results of Dr. Austin' s study of the incidence of cancer in the industrial and non-industrial areas of the County. 2 . Direct the Health Services Director to file a report with the Internal Operations Committee by December 22, 1986 outlining the proposed design for a prospective study of cancer incidence in Contra Costa County and including an identification of the following: A. A proposed process for obtaining support for the study from various professional agencies, such . as the University of California and the State Department of Health Services. B. The portions of the study which can be- undertaken by existing agencies with existing . resources. C. What additional resources will be needed to fully fund the study. D. A possible scenario for obtaining the necessary additional funding; and E. The process for obtaining scientific review and support for the study from such agencies as the National Cancer Institute. 3 . Request the Health Services Director to encourage the subcomittee of the Technical Advisory Committee on Occupational and Environmental Health to add a third member to their subcommittee. 4 . (continued) Research on Carcinogens, but also any additional chemicals which have been identified as carcinogenic within the scope of the federal Hazard Communication Standard ( 29 C.F.R. Sec. 1910.1200) . 5 . Request the Health Services Director to send copies of the Internal Operations Committee reports on this subject to organizations and individuals which will be affected by the prospective study to keep them informed of actions being taken by the Board of Supervisors. 6. Leave this item on referral to the Internal Operations Committee. BACKGROUND: On August 19, 1986, in approving the last report of our Committee on this subject, the Board requested the Health Services Director to provide a report to . the Internal Operations Committee by September 23, 1986 on three issues: 1 . The status of the updating of Dr. Austin' s study; 2. The status of designing a prospective study for cancer incidence; 3 . The feasibility of including in the AB 2185 data base information on the location and quantity of occupational carcinogens used throughout the County. On September 22, 1986, our Committee met with Mr. Finucane and Dr. Brunner to review their report on this subject. Mr. Finucane indicated that the updating of Dr. Austin' s study is financed and will be completed within 60 clays. He indicated that the design of a prospective cancer study since it had to be done without any additional financial resources could not be completed within 60 days. The problem is the need to encourage other agencies which have parts of the necessary information to share that information. with the County and to help move the other agencies in directions that will be of assistance to the County in carrying out such a prospective cancer study. Finally, our Committee would like included in the AB 2185 data base both the international agency for research on cancer and the other similar listing which appears in Proposition 65 on the November 4, 1986 ballot in case the two listings are not identical. Our Committee is frustrated at: the relatively slow progress being made, particularly on the prospective cancer study. We believe that setting some specific deadlines for reports back to our Committee will assist in focusing the attention on this matter which we believe it deserves.
