The Board received the attached report, dated September 23, 1986 , from J. Michael Walford, Public Works Director, recommending the installation of stop signs on Cherry Lane rather than a barrier. Supervisor Robert Schroder advised that in his opinion the installation of stop signs on Cherry Lane was not an acceptable solution to the problem. He recommended that staff of the Public Works Department meet with him and representatives of the Cherry Lane residents to work out a mutually acceptable solution. Board members being in agreement, IT IS BY THE BOARD ORDERED that receipt of the report from the Public Works Director is ACKNOWLEDGED. MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: September 23, 1986 SUBJECT: Request to Install Barrier Across South End of Cherry Lane, Walnut Creek Specific Requests or Recommendations & Background & Justification RECOMMENDATION Direct the Public Works Director to install stop signs on Cherry Lane at Elmwood Drive, Francis Way and Seven Hills Ranch Road . FINANCIAL IMPACT Approximately $2000 to install stop signs and additional striping. REASONS FOR RECOMMENDATION/BACKGROUND At the request of Supervisor Schroder, on August 19, 1986, the Board of Supervisors referred a petition from residents on Cherry Lane to the Public Works Director for investigation and report. The residents' are requesting the installation of a physical barrier across Cherry Lane south of Lommel Court to reduce the volume of traffic and to improve traffic safety on this road between Treat Boulevard and Walden Road. This portion of Cherry Lane is a curvy rural residential collector road and it varies between 24 feet and 34 feet in width. The current average daily traffic count on Cherry Lane is approximately 3600 vehicles per day. During the AM peak hour, there are approximately 450 (360 southbound ) through vehicles and during. the PM peak hour, there are approximately 570 (350 northbound) through vehicles using this road . In 1984, there were 1 nighttime and 4 daytime accidents on this portion of Cherry Lane. In 1985, 5 nighttime accidents and 4 daytime accidents , and so far in 1986, 3 nighttime and 4 daytime accidents were reported on this same portion of Cherry Lane. The majority of these accidents were caused by motorists who drove too fast for existing conditions , at curve locations where the advisory speed was posted at only 15 mph or 20 mph. Many of the accidents that have occurred on Cherry Lane occurred during late night hours and many of these involved motorists who were under the influence of alcohol . Contra Costa Consolidated Fire District informed the Public Works Department that during a first alarm, the District dispatches three fire engines into the Cherry Lane area . Two of these enter Cherry Lane from Treat Boulevard on the north and the third one is dispatched from the downtown Walnut Creek station and enters Cherry Lane from the south. A barrier completely across Cherry Lane would seriously impede emergency vehicles access and reduce the level of emergency services . The Cherry Lane neighborhood has experienced an increase in traffic during the past few years largely due to the office and commercial growth in the central portion of the County. The intersection of Treat Boulevard and Oak Road is operating at an unacceptable level of service during peak commute periods . Many commuters are using Cherry Lane as a bypass . Almost 80% of the peak hours traffic on Cherry Lane are commuters trying to avoid the congestion on Treat Boulevard . Installing a physical barrier across Cherry Lane will have the following impacts: 1. It will severely_ impede emergency_ vehicles . access and reduce the level of emergency services . 2. It will eliminate through traffic during the peak periods . However, it will not have any impact in reducing non peak local traffic. In fact , due to the barrier, traffic on Treat Boulevard and Oak Road will increase somewhat. 3. Since most accidents occur during the non peak periods , we do not feel that safety will be significantly improved . by eliminating commute traffic with the proposed closure. We are particularly concerned about the number of nighttime accidents involving drivers under the influence of alcohol . The installation of a barrier across the street could increase this type of accident potential . r. r r Board of Supervisors September 23, 1986 Page 3 4. Due to the added traffic, the intersection of Treat Boulevard and Oak Road will be operating at a level of service "F" during the peak periods. Due to the lack of left turn storage capacity on Treat Boulevard, vehicles will be- queuing on the through traffic lane waiting for their opportunity to make left turns. This situation could be hazardous . As part of the Pleasant Hill BARTD Station Specific Plan project, Jones Road and Coggins Drive are planned to be connected creating another link between Treat Boulevard and Oak Road. This connection will lessen the traffic problems at the Treat Boulevard/Oak Road intersection. This project will be completed in mid 1987. We recommend that additional stop signs be installed on Cherry Lane to make Cherry Lane a less attractive traffic bypass . When the Jones Road extension is completed , our Traffic Operation staff will evaluate the situation and report back to you with additional recommendations .
