SPECIAL DRUG ENFORCEMENT PROGRAM BY PITTSBURG POLICE DEPARTMENT
I. RECOMMENDED ACTION:
Authorize the Executive Director of the Housing Authority of the County of
Contra Costa to provide $7,500 in Housing Authority funds to the Pittsburg Police
Department for continuation of the Special Drug Enforcement Program for fiscal year
1986-87, as recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
In the preparation of the Housing Authority' s 1986-87 operating budget, funds
were budgeted and approved for the continuation of this special drug enforcement
program by the Pittsburg Police Department.
I.II. REASONS FOR RECOMMENDATION/BACKGROUND:
During the 1985-86 fiscal year, the Housing Authority provided the Pittsburg
Police Department with $7,500 to continue a special drug enforcement program in the
E1 Pueblo community. On September 4, 1986 the Housing Authority received a report
from the Pittsburg Police Department on the results of the special drug enforcement
program.
As the report indicates, the special drug enforcement program resulted in 42
drug purchases by undercover officers. A total of 21 arrests were made of
individuals who were conducting or participating in unlawful narcotics activity.
In his letter of August 29, 1986, Sgt. Evan Kohler of the Narcotics Division of
the Pittsburg Police Department requests funding assistance from the Housing
Authority to continue the special drug enforcement program in the E1 pueblo area.
The Advisory Housing Commission, at its Regular Meeting on September 15, 1986,
voted to recommend that the Executive Director be authorized to provide $7,500 in
Housing Authority funds to the Pittsburg Police Department for continuation of the
Special Drug .Enforcement Program for fiscal year 1986-87,

IV. CONSEQUENCES OF NEGATIVE ACTION:
Failure to respond positively to the request to provide $7,500 in Housing
Authority funds to the Pittsburg Police Department for continuation of the Special
Drug Enforcement Program could result in many of the gains made in the El Pueblo area
being lost and an escalation of drug-related activities. Additionally, by a negative
response the Board of Commissioners would be acting in a manner contrary to its
adopted position of providing decent, safe and sanitary housing for low-income
families.
