RECOMMENDED ACTION: Authorize the Executive Director of the Housing Authority of the County of Contra Costa to submit a $173,750 Community Development Block Grant (CDBG) funding application for 1987-88 to continue the Housing Authority's exterior painting program and to implement an interior painting program for the Housing Authority's public housing program, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: A total of $347,500 is needed to accomplish this exterior and interior painting work. An application would be submited to the CDBG program requesting 50% of this total , or $173,750. The remaining $173,750 would be funded by the Housing Authority through either the operating budget for 1987-88 or the Local Management Fund. III. REASONS FOR RECOMMENDATION/BACKGROUND: One of the primary goals of the Housing Authority is to modernize all of its 1140 public housing units which are located throughout the county. The principal funding resource which has been used to accomplish this goal has been the HUD Comprehensive Improvement Assistance Program (CIAP) . In the past four years the Housing Authority has been successful in obtaining over $15,000,000 in CIAP funds to modernize the Las Deltas housing development in -North Richmond, Bayo Vista in Rodeo, and some scattered emergency work projects in other housing developments. For this year, the Housing Authority has targeted El Pueblo in Pittsburg as the housing development for which CIAP funds are being sought from HUD. In the interim, there are other significant physical improvement needs in other housing developments which need to be addressed. One costly major physical improvement which needs to be addressed next year is to continue the exterior painting program for the Housing Authority's older housing developments and to implement an interior painting program. At its Regular Meeting on September 15, 1986, the Advisory Housing Commission recommended that the Housing Authority submit an application to the County' s Community Development Block Grant (CDBG) Program to request 50% matching funds to do the exterior and interior painting of the following housing developments: EXTERIOR PAINTING CAL 11-8 Los Arboles, Oakley 30 Units $ 33,000 CAL 11-11 Hacienda, Martinez 50 Units 8,500 (Trim Only) CAL 11-12 Casa de Manana, Oakley 40 Units 44,000 CAL 11-13 Casa de Serena, West Pittsburg 50 Units 55,000 $140,500 INTERIOR PAINTING CAL 11-1 Alhambra Terrace, Martinez 52 Units $ 78,000 CAL 11-2 Los Medanos Pueblo, 86 Units 129,000 West Pittsburg $207,000 IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioner elect to not approve submission of an appliction for $173,750 in Community Development Block Grant Program funds, the exterior painting program would suffer delays in funding and the Housing Authority would be unable to implement an interior painting program at this time. Delays in the exterior and interior painting programs would result in a considerable cost increase and additional funding difficulties.
