FROM: cc: Perfecto Villarreal , Executive Director SUBJECT: AUTHORIZATION TO SUBMIT APPLICATION FOR CDBG FUNDING OF THE RENTAL REHABILITATION AND SECOND UNIT PROGRAMS I . RECOMMENDED ACTION: Authorize the Executive Director of the Housing Authority of the County of Contra Costa to submit a $85,000 Community Development Block Grant (CDBG) funding application for 1987-88 to conti.nue the Rental Rehabilitation and Second Unit Programs; and to execute whatever forms are necessary in this endeavor, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: The $85,000 to be requested in a CDBG application is necessary to cover the administration and actual implementation costs of the Rental Rehabilitation and Second Unit Programs. Under the Department of Housing and Urban Development (HUD) Rehabilitation Program there is no allowance to cover administrative or implementation costs. Without the $85,000 in CDBG funding, the continuation of these established, successful programs would be jeopardized. It is estimated that the investment of $85,000 in CDBG funds for 1987-88 will yield $1,030,760 in rehabilitation and second unit program activity. III. REASONS FOR RECOMMENDATION/BACKGROUND: In the past two years the Housing Authority has been successful in obtaining funding from the Contra Costa County Community Development Block Grant (CDBG) Program to develop and implement countywide Rental Rehabilitation and Second Unit Programs. These CDBG funds have been leveraged with HUD Rental Rehabilitation and private sector funds to rehabilitate 158 privately-owned rental units throughout the county. To date, the Rental Rehabilitation Program has committed $441,917 in funds which, in turn, has generated $1,145,638 of rehabilitation activity. This program has expanded the supply of affordable rental housing units available for low income families.. The Second Unit Program is jointly sponsored by the County Community Development Department, the San Francisco Development Fund and the Housing Authority. At the present time, the staff is processing six applications for the Second Unit Program, Applications for CDBG funding for 1987-88 must be submitted by September 26, . 1986 to the County Community Development Department. At its Regular Meeting on September 15, 1986, the Advisory Housing Commission moved to recommend approval of a $85,000 CDBG funding application for 1987-88 to continue the Rental Rehabilitation and Second Unit Programs. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not approve submission of an application for $85,000 in Community Development Block Grant Program funds, the Rental Rehabiltiation and the Second Unit (DUO) Programs would be severely jeopardized and funding would not be available to administer the Programs. Additionally, the Board of Commissioners would be adopting a posture contrary to its position of providing decent, safe 'and sanitary housing for low-income families.
