JOINT POWERS AUTHORITY FOR CIVIC CENTER PARKING
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AFID JUSTIFICATION
RECOMMENDATION•
Authorize the Chairman to execute the Joint Powers Agreement with the
Community College District and the City of Martinez for joint development,
landscaping and maintenance of a parking lot in the County Civic Center
area.
BACKGROUND:
The Board, on September 16, 1986, requested a further staff report on the
issue of a joint powers authority between the County, the Community College
District and the City of Martinez. The agreement provides for joint
development, landscaping and maintenance of the parking lot jointly owned
by the County and the District at the northwest corner of Pine and Escobar
streets in Martinez.
The lot at present provides for approximately 100 vehicles. The actual
amount will vary since a portion of the lot is undeveloped and unusable
during wet weather. Since much of the lot is striped; the way each driver
parks and the size of the cars will also affect the number of vehicles able
to park on the lot at any time.
The development agreement will result in 89 spaces and substantial land-
scaping on the site. The Community College District will reserve 10 of
those spaces for District use.
The agreement also provides that the County receive the use of 20 addi-
tional spaces at no cost on the City-owned lot on Green street. These
spaces are presently only available by permit and are virtually unused.
The next effect of the agreement will be to greatly improve the appearance
of the entrance to the Civic Center as a result of the landscaping and to
intensify the use of the parking lot on Green street with virtually no
charge in the overall number of parking spaces available within the Civic
Center area.
The City of Martinez has funding approved for a senior citizens center on a
portion of the property on Green Street adjacent to the parking lot. The
parking spaces not reserved for County use are planned for short term meter

parking to support the senior citizens center use. Delay in implementing
the proposed Joint Powers Agreement may preclude the County use of the 20
spaces on the site as the senior citizens center project becomes more fully
developed.
Another issue involved with the Joint Powers Agreement is the cooperation
of the Community College District. Twenty eight parking spaces on District
property will. be available for public use. Delay in proceeding with the
agreement may result in the District returning to an earlier position where
they would develop their own site and reserve all spaces on spaces on
District property for their own use.
The agreement under consideration has been under review for several months
and results from genuine cooperation on the part of the District, the City
and the County to work out solutions for improving the parking and the
appearance of the Civic Center area. ,
The Transportation Planning Division of the Community Development
Department concurs in this staff recommendation to proceed with execution
of the agreement. Transporation Planning is working with the City of
Martinez on the overall parking issue and will report to the Board in
October on its progress and recommended courses of action.
