SUBJECT: Application .for the Parks and Recreation Regional v�"`�
Competitive Program; Discovery Bay Park Phase II RESOLUTION NO. 86/565
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
Resolution of the Board of Supervisors of Contra Costa County approving the application
for grant funds under the Regional Competitive Program of the California Park and Recre-
ation Facilities Act of the 1984 for Discovery Bay Park (Phase II) .
WHEREAS, the people of the State of California have enacted the California Park and Rec-
reational Facilities Act of 1984, which provides funds to the State of California and
its political subdivisions for developing facilities for public recreational purposes;
and
WHEREAS, the State Department of Parks and Recreation has been delegated the responsi-
bility for the administration of the program within the state, setting up necessary pro-
cedures governing application by local agencies under the program; and
WHEREAS, said procedures established by the State Department of Parks and Recreation
require the applicant to certify by resolution the approval of application before sub-
mission of said applications to the state; and
WHEREAS, said applications contain assurances that the applicant must comply with; and
WHEREAS, the applicant agency will enter into an agreement with the State of California
for development rehabilitation or restoration of the projects;
NOW THEREFORE, BE IT RESOLVED that the Contra Costa County Board of Supervisors hereby:
1. Approves the filing of an application for 1984 state grant assistance for the above
project; and
2. Certifies that said agency understands the assurances and certification in the ap-
plication; and
3. Certifies that said agency has or will have sufficient funds to operate and main-
tain the project, and if the project is selected for state grant funding;
4. Certifies that said organization will provide construction plans and specifications
to the state within one year of the appropriation of funds under this program and
will commence work immediately after state approval ; and
5. Appoints the Director of Community Development as agent of the County of Contra
Costa to conduct all negotiations, execute and submit all documents including but
not limited to applications, agreements, amendments, payments, requests, and so on,
which may be necessary for the completion of the aforementioned-p:r.oject.

Resolution of the Board of Supervisors of Contra Costa County approving the application

WHEREAS, the people of the State of California have enacted the California Park
