Miner, Executive Director Cwtr Contra Costa County Private Industry Council Cwa DATE: September 8, 1986 @. cojqy SUBJECT: Authorization to Conduct JTPA Unit-Sized Training Program Contract Negotiations with Lafayette Steaks DBA Mr. Steak #132 SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Authorize the Executive Director, Contra Costa County Private Industry Council, to conduct Contract negotiations with Lafayette Steaks DBA Mr. Steak #132, Lafayette, CA., to provide a combination classroom and on-the-job training (OJT) program in food service under Title II-A of the Job Training Partnership Act (JTPA), for approximately 10 JTPA- eligible Contra Costa County residents (excluding the City of Richmond) for the period beginning September 29, 1986, and ending June 30, 1987, with a payment limit not to exceed $22,882. II. FINANCIAL IMPACT: None. 100 percent federal funds. III. REASONS FOR RECOMMENDATION/BACKGROUND: Mr. Steak, a franchise-owned Restaurant, has operated a training and job placement program for handicapped in-school youths during program year 1985-86 under the County's JTPA Title II-A Unit-Sized Employer- Based Program. On the basis of the September 3, 1986 Concept Paper submitted by Mr. Steak, the Private Industry Council of Contra Costa County (PIC) approved the recommendation of its Proposal Review Committee to fund Mr. Steak as herein requested.
